October 2, 2006 RobertKowal 180 Yantic Lane ~Norwich, Connecticut 06360 Dear Robert, Reverend Ted Tumicki has informed me that you have been in contact with him seeking information regarding the status of your complaint pursuant to our meeting of April 8,2005, and regarding your request for possible ?nancial assistance with counseling After receiving this information, I looked again into what happened with your initial complaint. In February or March of 2004 you reported the allegation to the Diocese. Following policy, the allegation was investigated by Deacon Al Fecteau, an investigator for the Diocese. In compliance with state law, the allegation was also reported to the Department of Children and Families. In June 2004 you called again seeking information regarding the person against whom you had reported the allegation. On July 20, 2004, the case was brought before the Diocesan Review Board. They were informed of the facts, including information you had supplied that your teacher at the time of the alleged incident, Sister Saraphia, had touched you inappropriately. In keeping with diocesan policy, the religious order to which she belonged was infomed about your allegation. The Board was also informed that, according to the religious order, this woman is no longer a religious sister and that her whereabouts is presently unknown. It is even possible that she may no longer be living. I have been informed that you have contacted the Diocese regarding additional information you have. I have referred this matter to the religious community that Sister Saraphia belonged to. This order is the Sisters of the Holy Family of Nazareth, 1428- Connecticut 06468- 1400. Their telephone number is 203-268-7646. This religious order is the order that supervised Sister and would ultimately have been Mr any'of Sister?s actions. I encourage you to contact them. Perhaps they can assist you in ?nding additional information and with financial assistance for counseling. Please be assured that you?remain in my prayers. It is my sincere hope that you find comfort, healing, and resolution to your experiences. Sincerely Yours in Christ, due Most Re rend Michael R. Cote, D.D.
