The appointment was effective February 9, 1990. Prior to her appointment, McFarland served as a program analyst for 12 years with the Commission's Planning and Management Division. Her principal responsibility included acting as certifying officer for the agency. She began work at. the FEC in 1976. McFarland graduated from Prostburg College in Maryland with a bachelor of science degree in sociology. Active in her local church, Parent Teacher Association and Boy Scouts of America, she makes her home in Alexandria, Virginia with her husband and two sons
