From the day the sales tax went into effect through the first full fiscal year of the program (April 1, 2017 to June 30, 2018), Measure V has generated more than $20.5 million in new funding to address our local and regional transportation needs throughout all six cities and the unincorporated areas of Merced County. On the moVe is our annual opportunity to share with Merced County residents how your tax dollars are improving local streets, sidewalks and bike lanes, enhancing access to transit, and improving safety along regional corridors that connect our communities in Merced County. In this report, you will see real examples of how Measure V is delivering on the promises made to voters in the Expenditure Plan through pothole repairs on local streets, and improvements to sidewalks and safe routes to schools in our local neighborhoods. You will also see some of the faces of the seniors, veterans and ADA eligible passengers who now ride The Bus for free, thanks to Measure V. These first 15 months of the Measure V program are only the beginning of a 30-year commitment to the public to improve and expand transportation safety, mobility and reliability in Merced County. We are proud of the work that has been accomplished by Measure V to date and look forward to our continued partnerships with the local jurisdictions to deliver much needed improvements to our local and regional transportation network. In the first year of Measure V funding, The Bus was awarded $150,000 to provide free bus rides on fixed routes throughout the County for Seniors, Veterans, and ADA eligible passengers. In total, the program provided 166,445 free fares to people in the community. These passengers accounted for 24% of total trips taken on the Bus in 2017-18. With the addition of the Measure V program, The Bus saw a seven percent overall increase in ridership this year! This is anticipated in a new funding program for several reasons. First, the audit reacts to funds only within the specific time period and does not account for any revenues or expenditures after June 30, 2018. Second, the distribution of revenue for all categories is delayed due to state tax collection processes. This delay will be most evident at program initiation. Lastly, no expenditures on regional projects occurred as a result of the time needed to establish two regional committees and the deliberative process required for the creation and adoption of the first Implementation Plan, which occurred in Fall 2018.
