Dear Speaker Edginon and Co?chairs Foster and Wilson,

The purpose of this letter is to call your attention to a technical item in the operating budget that the
Of?ce of Management and Budget believes is an error or oversight.

Per Chapter 6, SLA2018, HB 287 Finance, the 2018 Legislature included language in the FY19
budget outlining the FY20 estimation for funding for education. However, no language was
included in the FY20 House Finance Committee substitute for HB 39 to appropriate the funding for
the FY20 budget cycle. If passed as is without appropriation language and authority, funds would
not be transferred or paid out on July 1, 2019. Because this legislation has passed from the House
Finance Committee and is scheduled on the House ?oor, I would request that an amendment be put
forward to address this apparent discrepancy between the House Finance Committee?s indicated
intent to fund and the legislation as written.
