C . 20500 Dear JQhnii . The administration may soon be asked to testify before the Senate Committee on Labor and Huaan Resources's hearing on S . 18'S3, the Toba+ooo' Product Educatiom and Health Protection A :ct of 1990 . I woml'd,like to take this opportunity to share my views with you on this~proposed legislation . Kentucky ie the largest burley tobacco producing state in the country . Ovar 60,000 family farmers actively participate in growing tobacco . Nearly 160,000 families derive income from tobacco productiQn, and tens ofl thousands more, people earn their living from an area in the marketing and' manufacturing procass . Tobacco farms in' our state are not typical og' most farrai'ng, operations, The average XentucsDcy tobacoo, farm is slightly over two acredi, not a big money maker, but heavily depended upon . Tobacco production provides Kentmcky'Fs farmers with approximately $6010 million of income . Therefore', the average farmer may make only $,1''0, 00!0 of griosaa income with a not income of less that onethird of that amount . As, y,ou' can gee, these are not large farms, only small family operations depending heavily on this 1 :n'come, which in turn keeps many small ]usineoaes operating . Yam providing you, with this information eo, yon may understand g±overnmont efforts tb' reduce smo]cing effect many people . Th+e, tobacco industry is not exclusive to'larqe companies . Hundreds of thousands ct people earn their livelihood from thi8 crapi the same people that elected me . Currently, the federal government does not spend any money on the tobacco program for farzners, yet it spends millions of' d4llars' to discourage smoking . HHS mpent $!40 .5 milljQn' on smoking control prograas' in F'Y 19,87 and w311 probably allocate more in' the, current budqet . The4ffice of' the Szargleon General has, spent millions of additional dollare'to fund reports targeted specifically dt smoking requiring thousands of staff hour's . It doee not appear to be pxudent and responsible to spen'd' anothar $185 million as proposed' in S . ].$83 . Of thiin money, $50 Source: https://www.industrydocuments.ucsf.edu/docs/rpcf0131 .CO . F t~', ?~ ;'~ iG ; ii~ P~~LI~ ,~Pri:~u .~H . , DC P .6P .3 ' (name) February 5, 1990 Page 2 million willl be used to fund a, Center for Tobacco Proddcts . The primary goal of the center will be to expand feder+all education and information on smoking and tobacco use . As you may know, the . Surgeon General has spent the lsst twenty years providing this inf orma't'ion and it appear8 ito have been ef f ective in discouraging emokin'g, . Another $50 million is : planned for advertising to further arouse the public''s attention and the remaf.n3.ng, $'85, million will be d!ispureed in grants, doing what inn most cases is or has alraady been done . A®tide from the large sum of money requested' to fund this legislation, it ia totally unfair for this bill to associate tobacco with illega]l d'rug#, by including tobacco in the caar ;iculum program requireal Ian the Drug - Free S+choo2g and Communities Act of 1986' . Tobacco continues to be a, logal product in: ttae : I3ynitad States . Making a comparison between nicotine and crack cocaine' can not be justified . People have died while' actually smoking crack cocaine,, people have died in drug' territorial wars, innocent peoplei have, begn murdeted by drutg, intoxicated crasies that lose all control of their acti .ons, and million of do] .lars of personall property has been lost because addicts must feed an illegal habit . I think that you must agree that there is!a clsar and definable d3.fterence betwe+sn, tobacco and illegal na cotics and any comparison dimp2y dilmi .niahes the true severity of the drug, prablern .. I know that you are aware of' the importance of tobacco to my state, but I wanted you to :know the detrimental impact thiss bill could have on Kentucky . Many choose to attack the tobacco industry however, z?ave chosed to defend the people o'f this industry . Fighting this bill may not be fhvorable to the genera3l publsc,i but as an e~lected4fficial, myI4entuckytpbacco! farmers expect it . Furthermor+s, at election time, my actions on B, 1883' will be one of the factors considered' by my constituency . Therelbrei, it would be most beneficial to know the : admini;stration 's position on this bilz . I look forward to~ hearing from you .
