Dear Mr. Kelly:

Thank you for brie?ng us Monday on your vision for Chesapeake Park at
Crownsville Hospital Center.

I want to be clear about my administration's goals for the land in question so that
you do not continue to invest in a project that will not come to fruition.

have described Crownsville Hospital Center as the green heart at the center of
our county, and as a place where addiction and mental health treatment can
benefit from the healing power of nature. I don't see the plan you presented as
compatible with that vision.

Anne Arundel County has a backlog of infrastructure needs, and our bonding
authority has limits. Asking our taxpayers to stand behind $278 million in bonds for
this project would not be ?scally responsible. I won't do it.

Anne Arundel County has the luxury of being an attractive place for investment.
We can be selective about the kinds of economic development that we pursue.
Attracting 39 million visitors to a part of our county that has traf?c challenges
already, and creating 460 jobs in the hotel and retail sector where wages are
currently insuf?cient to live in this area without government assistance would be
hard to justify to the public.

I have said that I like having the Bayhawks here in Anne Arundel County, and I do.
But I cannot ask the taxpayers to ?nance a stadium, and I cannot support high
density development of Crownsville Hospital Center.
