The RP called the seller who wanted to meet in Hayward to sell the SDU worked with the RP, and utilized undercover surveillance, to locate the at a house on Ruus Rd and arrest the subject selling it. SDU therefore responded and took primary on a PC211 that occurred and assisted with other calls for service. That day SDU also assisted patrol units with apprehending a wanted suspect. SDU later that day responded to assist patrol units with a subject armed with 2x4 and brick threatening citizens near a business. The subject ?ed on foot and SDU was able to apprehend him. This day was a great example of the working teamwork between SDU and patrol. PURPOSE: The city of Hayward has seen a signi?cant increase in reported thefts of delivered packages from front porches. This crime typically spikes during the holiday season as more online orders and subsequent deliveries of those orders occur. This provides numerous opportunities for thieves to steal the delivered packages from front porches. To combat this signi?cant problem, the Hayward Police Department Special Duty Unit is conducting an operation seeking to combat and reduce the amount of package thefts during this holiday season and arrest/prosecute those individuals committing this criminal activity. OBJECTIVES: The operation will emphasize a pro-active approach in the suppression of this criminal activity with the use of ?bait? packages af?xed with GPS tracking devices, Surveillance and Covert Operations, Probation/Parole Searches and potentially Search Warrants. The Hayward Police Department Criminal Investigations Bureau, units from the Special Investigations Bureau, along with Crime Analysis will also be assisting periodically in the enforcement and investigative responsibilities. The operation will begin on or about the week of November 12th, 2018, concluding on or about the week of December 17, 2018. The operation will primarily take place Mondays thru Thursdays from 1000 hours to 2000 hours. There will be some expected ?exibility with the days and hours based on activity. Safety for this operation is paramount! INVESTIGATIONS: All investigations conducted as a result of the efforts of this operation will be primarily conducted by SDU personnel. Any related follow-up investigations, evidence collection, and search warrants that are needed to seek prosecution will also be conducted by SDU personnel, and at times with assistance from CIB and SIB Detectives. HAYWARD POLICE DEPARTMENT OPERATION ?Safe Porch? COMMUNICATIONS: Communication will primarily be conducted via the SDU Digital radios. SDU will communicate with dispatch via radio to update them with any enforcement and request any assistance if needed. HPD Channel 1 for all vehicle and suspect stops. All emergency traf?c will be conducted on Channel 1. HPD Channel 3 for warrant checks and miscellaneous radio traf?c. EQUIPMENT: SDU personnel will primarily be wearing their normal uniforms during the operation unless engaging in covert operation. At all times appropriate attire that clearly identi?es them as police of?cers will be wom if they are to engage in any type of arrest. detention. or enforcement action. The use ot?SSl brand GPS tracking devices will be utilized during this operation. There are a total of (2) tracking devices assigned to this operation. These devices provide real time location information and are immediately activated upon movement. SDU personnel will track on monitor the devices using their department issued cellular phones. The assigned SDU vehicles (Tahoe. Crown Vic, hargcr) will be utilized along with an assigned undercover vehicle for surveillance and covert operations.
