GCC urges budget focus on science, voluntary programs,
new technologies
WASHINGTON, February 3, 2000 ­ The Global Climate Coalition (GCC) today urged the
Clinton Administration and Congress to focus climate policy budget priorities on
voluntary programs and partnerships, new technologies and climate research.
    "We are pleased the Clinton Administration continues to emphasize common­sense,
voluntary proposals that our members have advocated for years," GCC Executive
Director Glenn Kelly said.
    "We strongly support a wide range of industry­government partnerships, energy
efficiency programs, research and development and putting new technologies into the
market."
    Kelly also urged the President to make a commitment to additional research efforts
that help answer important climate questions like those identified by the National
Research Council (NRC) and the National Aeronautics and Space Administration (NASA)
just this month. 
    An NRC report confirmed discrepancies between the ground based and atmospheric
temperature records and a NASA report last week raised new questions about the
climatic impact of natural phenomenon, such as La Niña.
    Kelly also urged Congress to carefully review the President's budget priorities to
ensure that they do not implement the Kyoto Protocol before the U.S. Senate ratifies it.
