Massachusetts Probation Service RFR Prisoner Extradition Transportation Services 2018 APPENDIX A PRISONER EXTRADITION TRANSPORTATION SERVICES SCOPE OF SERVICES The Massachusetts Office of the Commissioner of Probation is soliciting bids from quali?ed vendors to provide National Prisoner Transportation Services on an as, if, and/or when requested basis. These probation offenders are to be transported from one Governmental entity i. e. (State Prison/House of Correct1on/ Secure Facility to a court in the COmmonwealth of Massachusetts during court hours between All bidders must be in full compliance with the Federal Performance Standards established by the Interstate TranSportation of Dangerous Criminals Act of 2000, also known as Jeanna?s Act. In addition all bidders must comply with all applicable Department of TranSportation Regulations, which encompass trip scheduling, driver log books and DOT physical examinations. In addition each bidder must provide a detailed report outlining your complete Compliance with the Interstate Transportation of Dangerous Criminals Act of 2000. Further each bidder must certify that it is ?illy bonded and insured for liability purposed. (A copy of said documentation must be included with each bid). The bid for the Transportation of Probation Offenders includes male and female as well as juvenile offenders of both sexes. These Transportation Services must be available 24 hours a day and 365 days a year. Adult offenders must be picked up from the holding facility/institution within 10 days of the completed booking order This request is time sensitive and all vendors are required to use due diligence to accomplish prison drop off to Massachusetts Courts between court hours i.e. 8:00 am. and 3:00 pm. Also it is required that this office (OCP) be provided by the vendor and estimated drop off date and time at least 24 hours in advance of same. In addition, the vendor must notify this office once the offender is delivered to our court. Also, as part of the Transportation Services it is critical that the vendor have the capability to accommodate special needs offenders with respect to any and/ or handicap issues. With respect to juvenile offenders all vendors shall use due diligence to ensure that juveniles are returned to Massachusetts Juvenile Court within five days of the completed booking order. The forgoing return time for juvenile is mandated by the rules of the Interstate Compact for Juvenile Offenders, and as such, any vendor may specifically opt out of bidding on this particular aspect of Prisoner Transport Services if it so chooses. 23
