We would like to go on record in support of Mark’s application and hopeful appointment. I have gotten to know Mark in several venues and am most impressed with his management and leadership abilities. Mark has given me a copy of his extensive resume and I find it quite broad and remarkable. 34 yrs. with the Oregon Department of Forestry with the majority of that time as manager of the majority of the Tillamook State Forest, 12 years as a County Commissioner with significant involvement in leadership positions. He has been involved as Chair of the R & E Board and the STEP Advisory Committees. He sits on ODF&W External Budget Advisory Committee. His community service credentials are also quite impressive: Tillamook County Citizen of the Year, Volunteer of the Year and Oregon’s Society of American Foresters Forester of the Year. He was chosen by the members of a Legislative Task Force as their Chair to develop recommendations to find funding alternatives for ODF&W and spearheaded a unanimous recommendation to the Legislature from a very diverse group of stakeholder members. He continues to volunteer his time to come to Salem to testify in support of the Task Force’s recommendations to Legislative committees. Mark grew up in cattle country. He was born in Heppner and grew up in John Day. He spent working years in Fossil and Lakeview. He understands our ranching community. The Governor has appointed him to the Wildfire Response Council. Most recently AOC hired him out of retirement to work on several projects that our Association is supportive of. The one that I have observed Mark most closely in resolves around finding ways to replace failing tide gates along the Oregon coast and the lower Columbia River where salt water intrusion affects many of our dairy and cattle farmers and ranchers. Mark is facilitating these public meetings and outreach session for AOC and OWEB. I have observed him first hand his abilities to manage large and sometimes contentious participants. We still have a way to go to develop streamline regulations, secure funding and find adequate solutions to this increasing problem of failing tide gates but with Mark’s help and leadership, we have a chance. Over the past two years I have restored habitat and populations for several game bird species including nesting habitat for migratory waterfowl. My focus is shifting now to the critical decline of mule deer and I am working with local biologists to help that popuiation. Mary Wahl Application for Oregon Fish and Wildlife Commission Interest Statement The Oregon Fish and Wildlife Commission addresses issues of importance and value to all Oregonians. I am applying to be a Commission member because the combination of my family history, work and personal experiences and interests — and the skills and solution based approach I’ve developed in 30+ years of work in conservation related fields — will contribute to the Commission’s protection and enhancement of Oregon's fish and wildlife and their habitats, both now and in the future. Here are some of the ways I will add value to the Commission: 1. A broad and pragmatic perspective. My life has long been deeply rooted in both rural and urban Oregon, in both agriculture and conservation, and in numerous successful efforts to conserve and protect Oregon’s natural resources in urban and rural settings. I grew up on a ranch in a rural community, worked for many years in Portland and Salem, and am now combining my agricultural and conservation backgrounds at the northern Curry County ranches where I grew up, and which my siblings and I co own. For example, a quarter of our ranch at the mouth of Elk River is fenced off as livestock exclusion areas that support fish and wildlife habitat. Importantly, this integration of habitat and agricultural operations is beneficial to both the agriculture and habitat components. It is quite doable to have ranches that are active, economically viable AND successfully conserve habitat. In fact, the latter can be part of the reason they are viable. I describe the work I do now as being at the nexus of conservation and ranching. 2. Extensive knowledge of the possibilities and challenges of environmental management. I have worked in several county, state and city agencies in Oregon, and have great appreciation for both the constraints on those entities, and the extent of the accomplishments possible from them. I have managed programs, people, budgets, and public processes ranging from managing the creation and adoption of new state statutes for toxic cleanups to negotiating and implementing multiple contracts, to managing the creation, adoption and implementation of the Portland Watershed Management Plan. This experience has provided me with the ability to recognize how important collaboration, fairness and open processes are to ultimate program outcomes and public acceptance, and the humility to know how lengthy and challenging those efforts can be. 3. Decades of positive collaboration through service on boards of directors, advisory committees and other working groups committed to the health of Oregon’s environment and working farms and ranches. My board memberships and related activities have focused largely on natural resource conservation. I retired from my last full time job (managing the City of Portland’s watershed program) to concentrate on conservation and working lands initiatives on Oregon’s south coast to find ways to make conservation of natural resources, especially in and around rural communities like those on Oregon’s south coast, a core feature of the economy and future of those areas. I am currently on the board of the Wild Rivers Land Trust (which serves all of Curry and part of Coos counties), on the steering and executive committees for the Wild River Coast Alliance (the charitable arm of the Bandon Dunes Golf Courses), and on the Portland Audubon Society’s Conservation Committee. I served as the Kalmiopsis Audubon Society representative on ODFW’s 2014 Coastal Multi Species Conservation and Management Plan (CMP) workgroup. A small group of us from the area remain engaged with ODFW in the ongoing work to ensure the CMP is implemented, which will give the wild fall Chinook population a chance to return to health. I believe my combination of 1) being a co owner of ranch land where we have integrated habitat conservation into the ongoing operations of the ranch; 2) working in conservation and related fields for many years; 3) serving on boards, advisory committees and work groups closely related to the kinds of issues that come before Oregon’s Fish and Wildlife Commission; 4) working at the nexus of ranching and conservation; and 5) my long history of effectively managing public programs and processes, and engaging effectively with people across many parts of Oregon, and on multiple complex issues, gives me a background well suited to serving as an engaged and effective Commission member. Mary Wahl Application for Oregon Fish and Wildlife Commission Biographical Information Mary Wahl grew up in the Langlois area of northern Curry County. She earned a Master’s degree in Public Administration, with Environmental Management and Economics specialties, from Harvard University and a Bachelor’s degree from Oregon State University. She managed watershed services for the City of Portland, Oregon, for a decade and previously managed hazardous and solid waste programs, including toxics cleanup, for the State of Oregon. Mary retired from her work in Portland to focus on conservation efforts on Oregon’s south coast. Her current work includes conserving Oregon’s land base for agriculture and fish and wildlife habitat, finding ways to integrate conservation and ranch operations, and protecting one of Oregon’s last coastal old growth forest watersheds. Mary and her siblings are fourth-generation ranch owners on Oregon’s south coast. Zarnowitz For Fish and Wildlife Commissioner District 1 Position jill Zarnowitz?s career in ?sh and wildlife management and conservation spans nearly 40 years. After Jill Zarnowitz obtained a Bachelor of Science from Huxley College of Environmental Studies at Western Washington University, Bellingham, she started a career as a wildlife researcher. Assisting on a wolf ecology study in Italy was the gateway to Jill?s career in wildlife. Over the next several years Jill worked on several research projects, including locating spotted owls, ecology of cavity-nesting birds in managed forests, foraging behavior of fruit-eating bats in Costa Rica, and bird and mammal predation on over-wintering coho salmon ?ngerlings. The cavity-nesting birds study was part of her Master?s of Wildlife Science earned from the College of Forest Resources, University of Washington, Seattle. Her Master's thesis results were published in the Journal of Wildlife Management in 1985, and thirty years later this paper continues to be cited frequently in the scientific literature. Jill?s natural resource management career began with Washington Department of Wildlife (WOW) as a District Habitat Biologist in the Coastal Region, reviewing hydraulic permits, providing fish and wildlife comments on hydroelectric projects, and evaluating other habitat related issues. A year later, she became the Southwest Regional Wildlife Biologist for WDW, leading the public input?process on and recommending hunting seasons, conducting studies, managing the regional nongame program, regional wildlife areas and a pheasant farm. In 1988, Jill came to Oregon Department of Fish and Wildlife (ODFW), and over the next 21 years she held prominent positions as the Agency?s lead on water policy (program manager), assistant division administrator and nine years as Assistant Director (Administrator) in its Habitat Division. Accomplishments during her career include developing the first ODFW instream water right rules, applying for instream water rights, overseeing involvement in removing Savage Rapids Dam, reviewing major hydroelectric relicensing, wind energy, State Forest plans, and mining projects, among others. Throughout her ODFW career, Jill collaborated on decision-making with the private and public sectors on watershed and water management, habitat management and conservation issues during the tenure of three ODFW directors. Collaborative decision-making included the Fish and Wildlife Commission, all ODFW divisions, regions and districts, the Governor?s office, other agencies, private industry and interest groups, including agriculture, industry, forestry, fishing, hunting and conservation groups, and local governments among others. Jill managed six program areas as Assistant Director, including water, hydro, forestry, land use, ?sh screening and passage, and Special projects (mining, linear energy facilities, other energy projects). Jill retired from ODFW in 2009. Jill and her husband, Mark, raised a daughter, now age 19. They currently operate a vineyard and wine business in Yamhill, Oregon. 1f25/2015
