The second enclosure is the letter and background information on the denial of registration of Richard Osher. I thought you had been given copies of the information in August when this action was taken by our Field Director, Bruce Spencer and Council President, Bob Overstreet. was on vacation at the time. Richard Osher had been serving as our Council Commissioner up to a month prior to when Bruce Spencer received a phone call from Terri Clark at the Department of Social and Human Services (DSHS). She told him that Osher 'ng investigated for the molestation of who is in her mid?teens. -was supposedly molested as a young child by someone else and has been undergoing therapy for several years. While in therapy sessions these past months, she has repeatedly claimed that Osher had molested her. Attached to the Confidential Record Sheet are the notes of the inter? view I had with Doug Shaw Scoutmaster of Troop 49, who related the feelings of the parents that thEiP- had been sexually molested by Grewe while learning to swim. The Council President and I met with Charles Grewe today and gave him the standard letter along with the information on how to appeal this decision if he chose to do so. Lee Pintar explained very brie?y to Mr. Grewe that some accusations by a parent had been made about him, possibly molesting their child at camp last summer and that we were now following the standard procedure outlined by the BSA. Charles said he understood the procedure and denied that he had done anything wrong to any boy, wanted to know the details, but we told him that we could not discuss details with him and the matter had been turned over to the Skagit County police. They would investigate the matter at this point and gather the facts from the parents and the boy as well as from Grewe to ascertain what had happened and whether the charges are substantiated. Charles sat very quietly for a long period of time to gather his thoughts and said he probably would want to appeal this. We then told Charles how sorry we were to convey this to him because he had been a respected member of the Scouting com- munity. This matter would be kept confidential and we would not share this with anyone including his employer. Charles finished by saying, guess there is really nothing to talk about? and left at that point. This matter was turned over to the Skagit Police March 18 and by that afternoon they had made a contact with the parents. There have been subsequent calls to the Skagit Police Department and there have been no contacts with the parents. Next week they will assign an officer to investigate the charges. I conducted an interview with Doug Shaw, Scoutmaster of Troop 49, Alderwood Manor, WA 98036, Also?present was Richard Szymanski, Puget Sound District Executive, who had been called on March 17. Doug Shaw reported he had tele honed bo in his troop concerning signing up to go to camp with Troop 49. ?said he did not want to 0'0 back this summer. When Doug Shaw asked whi, -mother, _related that Charles Grewe fondled while teaching him to swim (chest and private areas), all done in the water. The boy asked Charles to stop after the first time. Charles apologized, but it happened after that once or twice more.
