Dear Governor Newsom:

In response to your April 22 letter, the California Energy Commission is providing
the attached preliminary analysis of possible causes of irregularities in gasoline
pnces.

Beginning in 2015, the difference between gasoline prices in California and the
national average has increased. Most recently, that difference has soared to

more than a dollar.

The Energy Commission's analysis examines possible causes that potentially
explain all or a portion of the price difference, and provides a proposed plan for

further examination of this matter.
