UOF on uncooperative subject receiving a jay walking citation. Subject tried to walk away while being legally detained for citation issuance. Deputies took subject to the ground in a controlled manner but subject continued to resist and her right ulna was fractured during the struggle (Deputy Torres was in control of that limb). UOF within policy and the injury was caused by the subjects own actions. There does appear to be an issue with verbal deescalation by Deputy Torres that will be addressed via counseling.
