Agreement for Special Session 2019 In order to finalize legislation critical to the health, well/being, and safety of the citizens of Minnesota, the Governor of Minnesota and the below legislative leaders agree as follows: 1. The Governor will call a First Special Session to convene on Friday, May 24, 2019 at 10:00 am. at the State Capitol in St. Paul, Minnesota. 2. The activity of the legislature during the First Special Session must be confined to the following bills and corresponding appropriations: a. b. Revisor number 1915218: The omnibus budget bill for legacy funds. Revisor number 195219: The omnibus budget bill for environment and Legislative Citizen Commission on Minnesota Resources. Revisor number 1915220: The omnibus budget bill for 13/12 education. Revisor number 195221: The revisor?s bill. Revisor number 195222: The omnibus budget bill for state government. Revisor number 195223: The omnibus budget bill for health and human services. Revisor number 1915224: The omnibus taX bill. Revisor number 195225: The omnibus budget bill for transportation. Revisor number 195226: The bonding bill. Revisor number 1915227; The omnibus budget bill for jobs and economic development. Revisor number 195228: The omnibus budget bill for the judiciary, public safety, and corrections. Revisor number 195229: The omnibus budget bill for agriculture, housing, and rural development. With due regard to the individual rights and authorities of each member of the Minnesota Legislature, the undersigned legislative leaders, as representatives of their caucuses, agree that: a. The legislative leaders will not support amendments to the above bills after the bills are finalized by agreement of the three leaders below, except where an amendment is agreed upon by the three leaders below. The finalized bills will be conveyed to the House and Senate on Friday, May 24, 2019 and must be voted upon or passed by both bodies before 7:00 am. on Saturday, May 25, 2019. b. Both the Senate and the House of Representatives must declare an urgency under Article IV, Section 19 of the Minnesota Constitution. Senate Rule 2 and House Rule 1.04, requiring that a bill be given three readings on three separate days, and any other rules that would prevent passage of the above bills before 7:00 am. on Saturday, May 25, 2019, must be suspended. c. No other votes may be permitted and no other bills other than those listed above may be passed. 4. The First Special Session must conclude within one legislative day.
