Description of the Change This Change Order makes the following changes to the Water Plans: 0 Install 173 LP of new 24" steel casing at DAWS 88+11.6 (5.6 RT) to 88+16.9 (177.8 RT). - 6 Install 309 LP of new 12" ductile iron water pipe at DAWS 87+60.7 (213.8 RT) to 88+35.2 (2.1 LT). A portion of 12" ductile water iron pipe shall be installed inside the new 24" steel casing. 0 Remove existing 12" water line from existing casing at DAWS 87+60.7 (213.8 RT) to 88+35 .2 (2.1 LT) and abandon and fill the casing. The contractor shall also remove a portion of existing casing and waterline on the west end (shaft conflict) as directed by the engineer. 0 Abandon and fill a section of existing structure from NB 178+69.0 (53.4 RT) to NB l79+50.0 (54.55 RT). 0 Locate and remove existing hydrants and dispose of hydrants, furnish and install cathodic protection anode wells, remove and dispose of existing anode well. Development of the Change The Alaskan Way Viaduct replacement project is being built in several stages. A previous project, H2K Stage 1, installed an E-W waterline with casing at approximate station SB99 178+-77. At the time, this waterline was needed due to the Undercrossing (U-Tube) that was planned to be installed in this project. However, the U--tube was deleted by Addendum, and instead an overhead bypass will be installed in the H01 gate to King Stage 3 project (H2K3). H2K3 is in the design phase and the designers are coordinating with Stage 2 construction. The waterline was found to be in conflict with the location of Pier 16 in H2K3. The cost to modify the H2K3 structure to avoid the waterline exceeded the cost to relocate the waterline. The SR 99 roadway will soon be constructed north of Bridge 99/540 and the waterline will be under SR99. Relocating the waterline now prior to the SR 99 roadway construction will reduce traffic impacts to SR99. The Contractor is entitled to compensation for this work Price This work will be measured and paid by force account in accordance with section 1-09.6 of the Contract Standard Specifications. The Contractor and Engineer agreed on this payment method since the work needed to be done right away and the Contractor didn't think a price could be negotiated quickly enough. 0 Contractor's concurrence 4/22/2011 (Attachment F). It is an added waterline and casing that generally runs East-West, just north of Royal Brougham Way. Contract 7715 installed an east-west waterline a_nd casing in this same vicinity, but the location ofthis line will conflict with a shaft to be built for the Stage 3 project._ This change order includes installing a new waterline and casing about 40 feet north of t_he existing one, and removes part ofthe existing line and abandons the rest. The designers looked at modifying the Stage 3 shaft locations, but this was found to be more expensive than moving the waterline and casing. It makes sense to do the work on the' Stage 2 project since the line will run under SR99 that we are constructing. The Contractor opted to go Force Account on this work since the work needs to be "done right away and they thought negotiating a price would take too long. We estimated $250,000 for this work.
