WARD COMMISSIONER JAY SANDERS ASSISTANT COMMISSIONER INMATE SERVICES DIVISION The Inmate Services Division is responsible for overseeing the operations of Academic Education, Chaplaincy, Health Services, Risk Reduction Services, Substance Abuse, Transitional/Reentry Services and Vocational Education. These areas are critical to former Governor Nathan Deal’s criminal justice reform and prison reentry initiative. Additionally, the medical treatment of our inmates is vital to the Georgia Department of Corrections’ (GDC) mission of running safe and secure facilities. ACADEMIC EDUCATION • • • • Daily enrollment is 7,000-7,500 Offered in all state prisons, private prisons, probation detention centers, residential substance abuse treatment centers and most transitional centers General & Special Education includes: Literacy, Adult Basic Education, General Education Diploma Preparation, Charter High School Program, English As a Second Language (ESL) and Braille. Charter School Program allows offenders to obtain a high school diploma. GDC has three charter school programs: Lee Arrendale SP (Alto, Ga.), Phillips SP (Buford, Ga) and Burruss Correctional Training Center (Forsyth, Ga.) VOCATIONAL & ON-THE-JOB TRAINING ENROLLMENTS (July 2018) HIGH SCHOOL DIPLOMA & GED COMPLETIONS (February 2019) NEW ORLEANS BAPTIST THEOLOGICAL SEMINARY (NOBTS) INMATE COLLEGE PROGRAM • • 2-4 year cycles, 30 offenders per class Opportunity to earn Bachelor of Arts degree in Christian Ministry NEWLY IMPLEMENTED ALTERNATIVE LEARNING DEVICES: VOCATIONAL EDUCATION Prepares inmates for employment. GDC has over 30 vocational programs to include the newest additions: • ASE Mechanics • Bee Lab • Commercial Drivers License (CDL) • Diesel Mechanics • Film/TV Production Technician • Online College Courses for incarcerated Veterans • Various Apprenticeship Programs • Welding Our agency partners with the following technical colleges to provide certification to our inmate population. They include: Central Georgia Technical College, Middle Georgia State University, Albany Technical College, Wiregrass Technical College and Ogeechee Technical College. The Georgia Offender Alternative Learning (GOAL) devices are currently being distributed to our offender population to assist with providing educational programming. These tablets will store electronic educational material, thus providing all offenders, even those within restricted housing, the ability to access their educational programming. SECURE KIOSK • JPay kiosk • Educational content can be loaded onto GOAL device from kiosk • Allows for video visits with family at a rate of $3.95 per 30 minute session • Allows offenders to send and receive emails at a rate of $0.35/each GOAL DEVICE • Upon completition of diagnostics, all offenders housed in a state facility recieve a device • Do not have internet access • No state funds used to purchase FACT SHEET INMATE SERVICES 2019 PROGRAM TREATMENT CERTIFICATE After the passing of Senate Bill 365, offenders will now be released into society with a Program and Treatment Completion Certificate. This official certificate is comparable to a college student’s transcript. It will record what an inmate has completed during incarceration. Approximately 25-33 percent of releasing inmates are eligible for a certificate. CHAPLAINCY & VOLUNTEER SERVICES TIMOTHY C. WARD COMMISSIONER JAY SANDERS ASSISTANT COMMISSIONER INMATE SERVICES DIVISION COGNITIVE-BEHAVIORAL Helps offenders change their criminal thinking and behavior. • Moral Reconation Therapy (MRT) - is an objective, systematic treatment designed to enhance ego, social, moral and positive behavioral growth in a progressive step-by-step fashion. It has 12 to 16 steps and attempts to change how drug abusers and alcoholics make decisions and judgments by using the Kohlberg’s perspective. • Thinking for a Change (T4C) - an integrated, cognitive behavioral program that includes cognitive restructuring, problem solving and skill-building. This program was developed by the National Institute of Corrections SUBSTANCE ABUSE RISK REDUCTION SERVICES This unit partners with federal, state and county agencies as well as non-profit and community based organizations. It is comprised of: • Assessment • Cognitive-Behavioral programming • Counseling • Data operations • Research • Evaluation • Development • Substance Abuse *Some offenders may complete more than one program 70-80 percent of offenders are under supervision for a drug-related offense. • Residential Substance Abuse Treatment (RSAT) Centers - 9-month program targeting high risk, high needs offenders with a history of substance abuse as a crime-producing behavior. • Integrated Treatment Facilities (ITF) - 9-month program that combines interventions intended to address substance use and mental health disorders. • Intensive Reentry Program (IRP) - 90-day program targeting non-violent offenders with a history of substance abuse as a causative factor leading to correctional supervision.
