The total number of automatic license plate reader units being operated in the state by law enforcement agencies and the number of units submitting data to the center: In 2018, 420 License Plate Reader Systems reported captured data to the MCAC Statewide Network, 339 of the systems were mobile and 81 of were at fixed sites. 2. The number of automatic license plate reader readings made by a law enforcement agency that maintains an automatic license plate reader database and the number of readings submitted to the center: 14 Law Enforcement Agencies are known to operate their own License Plate Reader storage server. Agencies with their own server are submitting individual audit reports. The below chart reflects data received by MCAC from allied agencies in 2018. The number of automatic license plate reader readings being retained on the automatic license plate reader database: 450,367,620 4. The number of requests made to the MCAC: 3,476 5. The number of requests that resulted in a release of information: 2,179 6. The number of out of state requests: 294 7. The number of federal requests: 589 8. Any data breaches or unauthorized uses of the automatic license plate reader database: No 11. A list of audits that were completed by the center or a law enforcement agency:· A random selection of at least 1% of all queries (8,964 * 0.01 = 101 minimum records to · audit) was conducted. At least 9 records from each month were randomly selected (123 records were audited). @--------2----- --- 12. The Department of State Police and any law enforcement agency using an automatic license plate reader system shall adopt procedures relating to the operation and use of the system. The procedur~s shall include: i. Which personnel in the Center or a law enforcement agency are authorized to query captured plate data gathered by an automatic license plate reader system: Thirty-one (31) Maryland Coordination and Analysis Center employees are authorized to query the database. ii. An audit process to ensure that information obtained through the use of an automatic license plate reader system is used only for legitimate law enforc~ment purposes, including audits of requests made by individual law enforcement agencies or an individual law enforcement officer: .The Maryland Coordination and Analysis Center developed and implemented a Model Audit Policy in August 2015. The policy was disseminated to all Maryland law enforcement agencies on October 1, 2015. The audit process is explained above in question #11. See attached supporting documentation. Procedures and safeguards to ensure that Center staff with access to the automatic license plate reader database are adequately screened and trained.
