Dear President Sweeney and Speaker Coughlin,

In light oftoday?s article published in the Bergen Record, (?Phil Murphy?s of?ce was
warned about improper hiring at SDA, ethics of?cial says?) we write to you with serious
concerns culture and hiring practices employed by the administration of Governor
Phil Murphy.

This story explicitly cites yet another example ol?this administration taking grievances
against their senior level officials with utter insincerity. More disturbing is the fact that this time,
these complaints canie from ethics of?cial Jane F. Kelly who works within the Schools
Development Authority.

The resume of Ms. Kelly should have afforded immediate credibility to the validity other
claims. However, her assertions were met with apathy and, in some cases, mistreatment from her
superiors.

These claims only further highlight previous accounts regarding the culture ot?this
administration, therefore we are calling for the Legislature to immediately adopt legislation to
allow for a thorough review of hiring practices. This committee should investigate the hiring
processes and general operations of the Schools Development Authority and any other state
agency, department or political subdivision. Unlike the previous committee, this one cannot have
one hand tied behind its back. We must be allowed to investigate anywhere that the facts take us.

As we had stated at our last special committee hearing on June 5, 2019, our work is not
done and today?s article only reaf?rms this sentiment. We believe a renewed special legislative
investigation must be put in place once again in order to truly get to the root of the problem that
seems to continue to plague this administration.
