Fiscal 2019 Adopted Expense Budget Adjustment Summary Housing Housing agencies and related programmatic activities rely heavily on federal subsidies. However, federal resources for housing agencies remain under severe pressure and there is tremendous uncertainty as to future federal funding. This requires housing agencies to coordinate with elected officials on programmatic activities to ensure that community needs are met at the City level. In addition, the implementation of Housing New York 2.0, Mayor de Blasio’s plan to create and preserve 300,000 units of affordable housing by 2026, will bring substantial new construction, significant population growth, and increased pressure on existing infrastructure and affordability levels in the City’s housing market. To this end, the City Council has called for the construction and preservation of additional units of affordable housing for seniors and other vulnerable populations. In the Fiscal 2019 Adopted Budget, the City will add $100 million in Capital funds to the Department of Housing Preservation and Development’s (HPD) Capital Budget to support an increase in the number of supportive housing, congregate units produced annually from 500 to 700 per year through Fiscal 2030. An additional $500 million will also be added to support the new construction of 1,000 affordable senior housing units at six city-owned sites. At the local level, City Council funding provides critical resources to ensure that communities access the tools, resources, and programming necessary to address local housing needs. In Fiscal 2019, the City Council has allocated approximately $10.8 million to HPD’s annual operating budget to support various housing initiatives, including tenant advocacy and education, code enforcement advocacy, housing court assistance, and other housing-related public education and $255,000 to the Department of Consumer Affairs’ (DCA) operating budget for financial empowerment and housing application support for tenants. In addition, with the Council’s support and collaboration, the Administration added an additional $750,000 in the Adopted Budget for HPD Alternative Enforcement Program and $1.5 million to enhance the Office of Special Enforcement. Most of the Council funding, approximately $10.6 million, is allocated to local community-based organizations which are tasked with carrying out the goals of Council housing initiatives.
