Conservatives have a proud legacy when it comes to managing Canada’s natural environment and improving Canada’s environmental performance. This legacy spans the full history of our country. The founder of our party and Canada’s first Prime Minister, Sir John A. Macdonald, laid the groundwork for the national parks system and created the first three – Banff, Yoho, and Glacier. Years later, Prime Minister Robert Borden championed Arctic exploration to establish a scientific understanding of our northern frontier, with his efforts ultimately recognized in the naming of Borden Island. Prime Minister John Diefenbaker further entrenched Canada’s Arctic sovereignty with his Roads to Resources policy while also enshrining in legislation Canadian Environment Week, an annual tradition encouraging environmental action that continues to this day. Brian Mulroney – named Canada’s greenest Prime Minister in 2006 – negotiated the Canada-United States acid rain treaty, created eight new national parks, and brought in the Canadian Environmental Protection Act, Canada’s first ever comprehensive pollution law. The previous Conservative government, led by Stephen Harper, achieved a net decline of greenhouse gas emissions between 2007 and 2015 through targeted programs in the agriculture, transportation, and energy sectors. This plan – A Real Plan to Protect Our Environment – builds on our proud Conservative legacy. protection without taking money out of Canadians’ pockets. Our plan does not have a carbon tax. A Real Plan to Protect Our Environment is built on three guiding principles: 1. Green Technology, Not Taxes 2. A Cleaner and Greener Natural Environment 3. Taking the Climate Change Fight Global The Conservative record of environmental achievement stands in stark contrast to the Liberal record of failure. Ever since the days of the Kyoto Accord – which previous Liberal governments committed to and then repeatedly failed to reach – Liberals have been all talk and no action on the environment. Justin Trudeau’s signature so-called environmental policy is, in reality, not an environmental policy at all. His Carbon Tax gives big polluters a pass while punishing Canadians for driving to work and heating their homes. In fact, Canadian families and small businesses will pay 92% of Trudeau’s Carbon Tax, while big polluters are only on the hook for 8%. It is no wonder Canada will miss its emissions reductions targets under the Paris Agreement with the Trudeau Liberal plan. The Liberals may talk about climate action, but by every measure, they aren’t as advertised. A Real Plan to Protect Our Environment is Canada’s best chance to meet the Paris targets. Our plan balances the need for Canada to fight climate change by lowering emissions with our core promise of leaving more money in Canadians’ pockets and letting them get ahead. The policies outlined in this plan will further lower Canada’s emissions and strengthen environmental Andrew Scheer, Leader of Canada’s Conservatives Vancouver, BC Ottawa, ON 3 INTRODUCTION A Real Plan to Protect Our Environment is the result of hard work, endless stakeholder consultations, and great independent research. Canada’s Conservatives recognize that climate change is real and evidence from around the world clearly shows that there is a global warming trend. Kelowna, BC The United Nation’s Intergovernmental Panel on Climate Change (IPCC) notes an overall average temperature increase of about 0.85oC since 1880[2][3]. While natural events can account for some temperature change, research and data show that human activities are a major contributing factor. It is now considered extremely likely that more than half of the increase in global surface temperature between 1951 and 2010 has been caused by man-made greenhouse gas contributions1. When it comes to emissions, Canada is a small contributor to the global problem. By most measures, we account for about 1.6% of total global emissions[4][5][6]. Of the world’s largest emitters, China holds the top spot by a significant margin. Beginning around 2000, China has experienced an exponential rise in emissions7. 5 The Paris Agreement (2015) is an ambitious agreement, signed by 194 countries, to fight climate change. Under this agreement, signatory countries make non-binding pledges (called Nationally Determined Contributions) to reduce emissions. Governments regularly report on their progress towards these goals. Canada’s pledge for the Paris Agreement (2015) is to cut emissions by 30% below 2005 levels by 2030. These targets were developed by the previous Conservative government. The Paris targets are Conservative targets and our plan will give Canada the best chance at reaching them. It is important to note that our provincial governments are already making headway on reducing their own emissions. We recognize their leadership and we look forward to working with them in our fight against climate change. The diversity of our federation is our own unique advantage to identify and implement new approaches to reduce emissions both at home and abroad. THE FAILED TRUDEAU CARBON TAX The Trudeau Liberals love to talk about climate action, but as usual, they are better at words than action. To meet the Paris Agreement targets, Trudeau’s climate scheme relies on imposing a carbon tax on Canadian families and small businesses. Trudeau's Carbon Tax makes life harder and less affordable for Canadians and does nothing to protect the environment or to tackle climate change for Canada and the world. What Justin Trudeau is not telling Canadians is that for a carbon tax to have any real effect, it will have to increase dramatically. What has Justin Trudeau’s climate plan accomplished? Even now… The Trudeau Liberal Carbon Tax hurts commuters driving to and from work trying to put food on the table for their families. The Trudeau Liberal Carbon Tax hurts moms and dads driving their kids to and from hockey practice. The Trudeau Liberal Carbon Tax hurts seniors who are trying to heat their home during a cold winter. The Trudeau Liberal Carbon Tax hurts local businesses on Main Streets across our beautiful country. The fact is, Justin Trudeau is nowhere close to meeting the Paris Agreement targets and his government’s own numbers show Canada is moving further and further away from the goal. In 2016, Trudeau’s Liberal government estimated that their plan would fall 44 megatonnes short of the Paris targets8, then in 2017 their UN submission showed that the Trudeau government would fall 66 Mt short of the Paris target9, and in 2018, they projected that Canada they would fall 103 Mt short of the Paris target10. A secret memo prepared for Liberal Environment Minister Catherine McKenna estimated that the Liberal Carbon Tax would have to go as high as $300 per tonne for Canada to meet its emissions targets. This means that Trudeau’s Carbon Tax is either too low to meet the Paris targets, or a re-elected Liberal government would continue to increase its carbon tax past 2022. On June 13th, 2019, the Parliamentary Budget Office released a new report that found that Trudeau’s Carbon Tax would need to be $102 per tonne to reach Canada’s emissions reductions targets under the Paris Agreement. What is more is that this price would have to be implemented in all provinces and territories, not just the four provinces where the federal backstop currently applies. This cost would be five times more expensive than it is today. The reality is that under a re-elected Trudeau government, Canadians would pay even more for groceries and home heating. Their climate scheme would add 23 cents per litre on the cost of gas. By every measure, when it comes to climate change, Justin Trudeau has failed – his climate plan is not as advertised. HOW HIGH WILL THE CARBON TAX GO? It makes life more unaffordable for Canadians by increasing the cost of gasoline, groceries, and home heating. Canadian families and small businesses will pay 92% of Trudeau’s Carbon Tax. Big polluters are only on the hook for 8%. Trudeau gave Canada’s biggest polluters a special deal on the carbon tax. If he is re-elected, his Carbon Tax is only going up. The Parliamentary Budget Officer says the Trudeau Carbon Tax would have to increase five-times for Canada to reach its Paris targets. The Trudeau Liberals put a carbon tax in place to make driving your car and heating your home more expensive, hoping that you, the consumer, will seek different, cleaner alternatives. Here is the catch: cleaner, more affordable alternatives don’t always exist. Many commuters in the GTA often do not have another option but to drive their car to work and back home to Penticton, BC their families. Seniors in rural British Columbia often have no other option but to heat their homes with affordable and reliable natural gas or propane. Middle-class families just trying to pay their bills do not always have the flexibility to make different choices, and sometimes, those choices simply aren’t available to them. In the end, Trudeau’s Carbon Tax takes money out of your pockets and puts it into the government’s coffers. environmentally friendly alternatives available. We can do this without making the lives of Canadians harder and more expensive. There is a better way to fight climate change and reduce our emissions. We have world-renowned expertise in artificial intelligence and hightech and a proven track record of innovation in key industrial sectors. We can encourage and support the development of green technology to make Canada is well positioned to be a top contributor of clean technology development. Our country boasts a skilled workforce, strong financial system, access to global markets and proximity to key trading markets like the United States. Canada also has a strong culture of corporate responsibility. There are many businesses – big and small – that want to do their part. As a government, it will be our responsibility to make sure that our policies encourage those who want to act to reduce emissions, while remaining competitive and able to grow. Our Green Technology, Not Taxes approach, will take real action at home to reduce our emissions, fight climate change, and conserve and protect our environment. A CLEANER AND GREENER NATURAL ENVIRONMENT Canadians across our country work to conserve, protect and manage our environment. Our plan ensures those Canadians who depend on the land for their livelihoods, are consulted. The Trudeau Liberals have ignored much of the important work that is being done to protect, conserve and manage our environment within our borders. They have cancelled meaningful consultations with our hunters and anglers, removed important programs like the Lake Simcoe Clean-Up Fund and allowed harmful environmental practices to carry on here at home – such as the dumping of 8 billion litres of raw sewage into the St. Lawrence River. We know that when people – and governments – come together, the best ideas are put forward and the most productive solutions are found. We understand that the whole country must work together and that is why we will work with the provincial, territorial and municipal governments across our country to deliver real climate solutions and a cleaner and greener natural environment. The Trudeau Liberals’ promise to work with our provinces and territories as partners has been broken. Right now, there is a conflict between the federal, provincial and territorial governments driven primarily by heavy-handed actions by the Trudeau Liberals. Five Canadian provinces are now challenging the Trudeau Liberal Carbon Tax in court. At a time when we need collaboration, the Trudeau Liberals are delivering conflict. Justin Trudeau has put his narrow ideology ahead of national unity. A Real Plan to Protect Our Environment builds on the important work that our farmers, hunters and anglers, Indigenous peoples, and volunteers do every day. Our plan will encourage community engagement and consultation. Our plan will conserve and protect our air, land, water and wildlife. We will review and update strategies for invasive species and major pests. We will manage our protected areas and lead with consultations to make sure our approach has the best interests of communities in mind. We will reinstate and improve important conservation funding and better manage undervalued habitats that have been neglected, like our wetlands. We will work to combat air pollution, protect our waters and oceans, and take action on plastics and waste. We will ensure that our environmental laws are enforced so everyone is held accountable for their actions. We will work with provinces and municipalities to bring an end to raw sewage dumps into marine or freshwater ecosystems. Emissions do not recognize borders. The impacts of climate change are not proportional to a country’s contributions to emissions, or to its ability to adapt to the impact of climate change. The United Nations Framework Convention on Climate Change (UNFCCC) was first signed in 1992 and has produced two main agreements: the Kyoto Protocol and the Paris Agreement. In the past 27 years there has been significant global engagement, but despite public awareness and support, global emissions have continued to grow. This is important context for policy-making. As a relatively small emitter in a world that is struggling to achieve its goals under the current framework, Canada has an opportunity to take new approaches to reduce global emissions. That is why A Real Plan to Protect Our Environment will take the fight against climate change global. The Trudeau Liberals often seem apologetic, even embarrassed, about what Canada has to offer. A Conservative government will proudly launch the 'Canadian Clean' brand. We will stamp our products as 'Canadian Clean' and market Tree planting at a refinery in Jamnagar, India them as an alternative to the carbon intensive options that exist in other countries. We will stand up for our entrepreneurs and businesses and champion hard-working Canadians on the world stage. We will support technologies and products that are the cleanest in the world by helping Canadian innovators reach global markets. Justin Trudeau wants to “phase out” Canada’s oil and gas sector entirely. This is neither realistic, nor would it be in our best interest. Many forecasters project that demand for oil and gas products will continue to be strong through 2030 and beyond [12][13][14]. Canada cannot let that demand be filled by others. We will work to make Canadian oil and gas the cleanest in the world, making our country a sought-after supplier while lowering emissions worldwide by replacing dirtier products. Firstly, Canadian energy products, like LNG can be used to replace dirtier foreign energy sources like coal. Secondly, the export of Canadian Clean products, like aluminum, can displace products that have a much higher emissions profile. Finally, technology developed in Canada to reduce emissions can be exported to the world. Not only will we support these initiatives with the Canadian Clean plan, but we will introduce tax measures to support our green industries. Climate change is a global problem that requires global solutions. A Real Plan to Protect Our Environment TAKING THE CLIMATE CHANGE FIGHT GLOBAL Canada has a leadership role to play and we must take our climate fight global. Canada would not make a global impact by focusing only on reducing emissions within our own borders. Canada is a relatively low emitter. If you shut down Canada’s whole economy for one year – it would take China only 21 days to replace our emissions. 17 Y, TECHNOLOG NOT TMES A Real Plan to Protect Our Environment GREEN INVESTMENT STANDARDS CERTIFYING GREEN INVESTMENTS Cap-Saint-Ignace, QC To make sure that investments reduce harmful emissions, our plan will include a transparent and accountable certification process for all investments. By providing the Green Investment Standards Certification and determining the eligibility of green technology investments, we will ensure that companies will be able to make the best business decisions in a timely manner. The certification will require a technical assessment of the investment to determine whether a specific project, investment, fund, or other instrument supports the development or adoption of emissions-reducing technology. As Prime Minister, Andrew Scheer will: There are so many businesses in Canada that are leading the fight against climate change and working to reduce their emissions. A Real Plan to Protect Our Environment strengthens Canada’s economic advantage and encourages environmental sustainability by making sure major emitters do their part to lower emissions. Guided by our Green Technology, Not Taxes principle, we will require Canadian companies to lead by example and invest in emissions-reducing technology if they fall short of our emissions standards. We will continue to consult with provinces, territories, business leaders and industry experts to make sure that our standards are not just enforced but are also fair. Our standards will keep pace with technological change so that our businesses can adapt and continue to be competitive and environmentally sustainable, reducing their emissions with minimal economic impact. We are committed to protecting Canadian industry from the negative impacts of carbon leakage* by ensuring that standards are set with their competitive environments in mind. As Prime Minister, Andrew Scheer will: Set emissions standards for major emitters that will lower greenhouse gases and drive Canadian businesses to the highest standards of green technology. Companies will be required to reduce their emissions to those limits. Those that emit more than is allowed under the Green Investment Standards will be required to invest in research, development, and adoption of emissions-reducing technology related to their industry. These companies will be required to invest a set amount for every tonne of greenhouse gas they emit above the limit. We want major emitters to invest in technology that will give them the best shot at reducing their own emissions. This should be technology with the greatest potential to reduce emissions and offer the best potential return on investment as dictated by the market. Justin Trudeau’s climate scheme gives polluters a pass that he is not giving to consumers or small businesses. Our plan will expand the mandatory application of the major emitters policy from facilities emitting 50 kt CO2e to facilities emitting 40 kt CO2e per year. This means that our plan will be mandatory for more major emitters - more companies – than Trudeau’s plan. *Carbon leakage is generally defined as the leaking or transfer of emissions from one country to another caused by carbon policy differences. 20 Develop a Green Investment Standards Certification program that outlines eligible investments. Require all companies with facilities falling under this regulation to report on their emissions. We will establish an auditing function to ensure that emitters are complying with regulations and that investments are incremental. Certification could either be sought by a company exceeding the Green Investment Standard or by a company wishing to promote its product to companies that exceed the Green Investment Standard. Once certification is achieved, a company will not have to re-apply for the same certification every year. We will ensure that facilities are taking real action to make meaningful emissions reductions in the medium term and ensure that the right incentives are in place. Environment and Climate Change Canada will oversee Green Investment Standards Certification. EXAMPLES INCLUDE INVESTMENTS IN: • A subsidiary or division of a Canadian company that does eligible research and development of emissions-reducing technology; • An eligible industry research and development pool that allows Canadian companies to combine their investments on green technology; • Canadian green bonds or financial instruments that are dedicated to investing in emissions-reducing technology; • Canadian clean tech companies piloting or adopting emissions-reducing technology; and, • Canadian university and college programs that advance the development of green technology. A STEP BY STEP PROCESS There is a Canadian company that makes a product for use at home and in the world. It has a facility that produces more emissions than it is allowed under the emissions standard for its industry. As part of our environment plan they are required to spend a proportionate amount in an eligible clean tech investment. After weighing its options, the company decides to invest in an eligible start-up that is developing a new carbon capture and utilization process that they know will fit their business model. This start-up has completed the certification process, so these investment costs are eligible expenses. In fact, the company sees long-term potential for the technology, so it has have decided to form a partnership with the start-up to share its expertise and support the growth of the start-up. A Canadian company has exceeded its threshold allowed under the emissions standard. It is required to spend a proportionate amount in an eligible clean tech investment. After weighing its options, the company decides to install a pilot project that is intended to scale up a promising new technology that recovers waste heat for re-use. The pilot meets all the requirements under the certification process. If proven and adopted, this technology would both reduce emissions and reduce operational costs. A Real Plan to Protect Our Environment GREEN HOMES TAX CREDIT For so many Canadians, the upfront cost of making their home energy efficient is unrealistic and out of reach. There are Canadian innovators and businesses that have developed options for home improvement, but like any new product, it can take a while for these to become the go-to option at an affordable price. In 2017, buildings represented about 12% of Canada’s emissions, or 85 Mt of carbon dioxide equivalent16.  More and more Canadians are looking to make their homes greener. They do this to reduce their own emissions and save money on energy in the medium and long term. To establish standards for renovators, contractors and homeowners, we will put in place the new Green Home Retrofit Code. These home improvements do not just save energy, they can also save money through lower home energy costs. To support Canadian families, a Conservative government will create a tax credit for green home improvements. As Prime Minister, Andrew Scheer will: Establish a retrofit code for those who wish to undertake an environmental retrofit. As Prime Minister, Andrew Scheer will: ENERGY SAVINGS PERFORMANCE CONTRACTING Create a two-year Green Homes Tax Credit (GHTC) for homeowners to help pay for energy-saving renovations.  By making the Green Homes Tax Credit (GHTC) a two-year plan, it will incentivize Canadians to renovate their homes more urgently. This will encourage families to try new energy-saving products and technologies. 22 GREEN HOME RETROFIT CODE Under this program, Canadians will be eligible to receive a 20% refundable credit on their income tax for green improvements to their homes of over $1,000 and up to $20,000, which will allow Canadians to save up to $2,850 on their renovations in each year. • Installation of high-quality insulation; We expect this credit to cost $900 million per year. • Investments in high-efficiency furnaces; GREEN IMPROVEMENTS COULD INCLUDE: • Replacement of doors and windows with more efficient models; • Upgrading of ventilation, heating and cooling systems; and, • Installation of solar panels. We want to make it easier for builders and contractors to build green homes. Energy Savings Performance Contracting (ESPC) is a relatively new concept that has had success in other jurisdictions. It works by using investment capital up front and then having the building owner pay back the investor through the energy savings.  The Green Home Retrofit Code will form part of the regulatory backing required for a new ESPC market to be established. As Prime Minister, Andrew Scheer will: Ensure the legal supports required to develop a market for Energy Savings Performance Contracting (ESPC) are in place to drive building renovation in the long term.  NET-ZERO READY BUILDING STANDARD National Building Codes set the standards for building efficiency and can be an important tool in our efforts to lower emissions. The previous Conservative government increased energy efficiency requirements in both the 2010 and 2015 National Building Codes, and in the 2011 and 2015 National Energy Code of Canada for Buildings. The Trudeau Liberals on the other hand have set ideological targets that increase the cost of homes, putting home ownership even further out of reach for so many Canadians. In 2017, government officials estimated that Trudeau's proposed National Building Code would add $35,000 to the price of a typical home15. A Real Plan to Protect Our Environment will establish a voluntary net-zero ready building standard. Canadians can find comfort in the fact that net-zero ready homes are an option – and not mandatory. This will help create a market for cutting-edge home efficiency technology in all home price ranges. We will continue to strengthen Canada’s model building codes in a way that is sensitive to the impacts it will have on the cost of building a home.  As Prime Minister, Andrew Scheer will: Establish a voluntary net-zero ready building standard. GREEN CONSTRUCTION OPTIONS We can’t tackle climate change without looking at the construction industry. There are several measures that can be taken to boost energy efficiency, without costing taxpayers or hurting businesses. We will encourage the use of green products like wood and lowcarbon cement to reduce the carbon footprint of our buildings and other infrastructure projects. As Prime Minister, Andrew Scheer will: Encourage the greater use of wood and low-carbon cement in construction projects. The green technology sector in Canada is growing, but it is not yet profitable. Canada does well in things like entrepreneurial ambition, public research and development, and venture capital; but we fall short on the number of researchers, amount of business research and development, and the number of patents17. Our green technology companies are strong in the early stages of research and development, they slow down in the middle (turning ideas into companies and growing those companies), and then our companies often stumble towards the finish line (commercialization and development)18. A Real Plan to Protect Our Environment will inspire green entrepreneurs and the development of green technology by creating a Green Patent Credit. The Green Patent Credit will incentivize the greentechnology sector to do research and development as well as commercialization here in Canada, making our country a destination for green innovation. The increased supply of new emissions-reducing technology will in turn make green technology options more affordable for Canadians. The Green Patent Credit is modeled on the ‘patent box’ approach in the U.K. As Prime Minister, Andrew Scheer will: Establish a Green Patent Credit that will reduce the tax rate to 5% on income that is generated from green technology developed and patented in Canada. The current business tax rate is 15%. We will reduce this to 5% for income from a green patent. Because this is below the small business tax rate, it will also provide a significant incentive for Canada’s small businesses. We expect the Green Patent Credit to cost $20 million per year in the beginning, rising to $80 million after four years. We believe in incentives, not taxes. This green tax reduction will encourage investment in research and commercialization of green technologies and will encourage entrepreneurs to find ways to green their technologies. 24 GREEN TECHNOLOGY AND INNOVATION FUND A Real Plan to Protect Our Environment A Real Plan to Protect Our Environment THE GREEN PATENT CREDIT Canada’s small but growing green technology sector is in urgent need of support. For too long, Canadian entrepreneurs have been starved of capital. They see more generous funding south of the border than they do at home. Many Canadian companies reach commercialization and then sell their technologies to other businesses to be put into production. It is time to unleash our technology and commercialize our products right here in Canada. We must provide our entrepreneurs the access to capital they need to succeed. As Prime Minister, Andrew Scheer will: Leverage up to $1 billion in private investment in new venture capital for Canadian green technology companies. This will build on the success of the previous Conservative government’s Venture Capital Action Plan. We will do this by providing $250 million for a fund managed by the private sector and separate from government. The private sector will be required to invest $4 for each government dollar. We will recover this money for taxpayers by selling the investment when the company gets off the ground and reaches commercial potential. We will consult with industry to make sure our plan supports the best mix of early-stage to late-stage development. We will support a central hub that will allow people across Canada to connect with one another more easily and break down the silos that can hamper innovation. As Prime Minister, Andrew Scheer will: Create a single online hub for green technology innovators that will help them identify where they can find talent, information, and resources from the private and public sectors. 26 Canada’s polytechnics, universities and centres for research and development have numerous resources including students, professors, high quality facilities and leading technology that can be used by Canadian Small and Medium Enterprises (SMEs). Chute-Montmorency, Quebec City, QC A Real Plan to Protect Our Environment LEADING INNOVATION IN TRANSPORTATION Guided by our Green Technology, Not Taxes principle, our Green Patent Credit will encourage research and development in the transportation industry. A company, seeing the benefits of the Green Patent Credit, could be incentivized to create a fast charging electric vehicle battery. We will support Canadian companies to create emissions-reducing technology with the goal of getting their products to market faster. In turn, the increased supply of these products will make green options more affordable for Canadians. A Real Plan to Protect Our Environment will work to reduce emissions in the transportation sector by closing the gap between conventional and zero-emission vehicles and removing barriers that slow down the transition that is already occurring. To do this, we will work with provinces and territories, auto manufacturers, business leaders and industry experts to develop faster charging electric vehicle batteries, increase the distances that can be travelled on a single charge, deal with the environmental challenges of recycling used batteries, and deploy the necessary charging or refuelling infrastructure to accommodate a changing fleet. Right now, there are rules that apply to cross-border trucking that results in trucks being forced to drive empty for part of their journey. Tens of thousands of transport trucks 28 Kelowna, BC cross the Canada-US border every day, so this represents a significant opportunity. These rules could be changed to improve the energy efficiency of international trucking in North America, while still maintaining necessary protections for domestic industries. As Prime Minister, Andrew Scheer will: Negotiate regulatory changes that would increase the efficiency of transportation of goods at Canada’s borders. There are many options for reducing emissions in heavy duty vehicle fleets. A Conservative government led by Andrew Scheer, will consult with our industry partners to find ways that Canadian trucking companies can replace old and inefficient trucks with new and cleaner fleets. SUPPORTING OUR AGRICULTURAL SECTOR We recognize the hard work of our farmers who feed the tens of millions of families across our nation. Unfortunately, the Trudeau Liberal Carbon Tax has made a tough job even harder. Farmers are doing their part in the fight against climate change by improving land-use practices like zero tillage and the use of 4R Nutrient Stewardship (right source, right rate, right time, right place19). We recognize their contribution in sequestering carbon. As our farmers continue their vital work, our government will look for ways to support their continued development of technology and land-use practices that are good for our environment. We will work with them to increase the efficiency of fertilizers and land-use methods, maximize the potential of agricultural land to sequester carbon, and ensure that best practices keep pace with the most recent advancements in technology and practice. GREENING THE GRID Canada is home to one of the cleanest electrical grids in the entire world. More than 80% of our power comes from renewable sources. But, there are approximately 220,000 people living in nearly 300 remote, off-grid communities that rely on locallyproduced power. In many cases, these communities rely on diesel generators to supply power which are expensive and harmful to the environment. As Prime Minister, Andrew Scheer will: Pursue opportunities to connect regions and communities with clean power. Even in the more populous regions of Canada that are connected to the grid, we are not taking full advantage of the latest technology. Modern smart grid technology allows for two-way communications between utilities and their customers to make electricity transmission more efficient, reliable and affordable. It strengthens the integration of clean energy resources, which improves our ability to green the grid. Also, nuclear energy has the capacity to provide clean, affordable and safe base-load power in Canada and around the world. We can champion a new era of safer, scalable and virtually waste-free technology. We are fortunate to have so many sources of clean, renewable power in Canada, but we can still do better. Not only will we invest in smart grid technology and renewable power, and work with provinces and territories to increase the availability and use of these technologies, but our Green Technology, Not Taxes policies will help drive innovation forward. A Real Plan to Protect Our Environment will support the strategic interconnection of electricity grids. This can be on a project by project basis to connect regions with cleaner power sources, or it can be through the creation of a national energy corridor that facilitates the transmission of clean electricity. As Prime Minister, Andrew Scheer will: Foster the adoption of smart grid technology and strategic interconnection of electricity grids. Foster the adoption of renewable power technologies. As we pursue a cleaner grid, we are conscious of the fact that, in the past, there have been times when poorly executed energy policies have led to dramatic increases in energy prices. While we will support the continued greening of Canada’s energy mix, we will always be mindful of the impact on the cost of living for Canadians. The Trudeau Liberals’ approach to fuel standards is complex and expensive. Their approach will impose significant additional costs on fuels that are already subject to the Liberal Carbon Tax. Trudeau is pushing his burdensome Liberal fuel standard and proposing unprecedented new rules on solid and gaseous fuels that go beyond what the current technology can achieve. This is yet another cost for businesses already saddled with carbon taxes, regulatory changes and other federal red tape. Our plan is to encourage fuel producers to do their part, but we must make sure that we do not put an added burden on Canadians. The demand for fossil fuels will continue for some time, so it makes sense to look at options for lowering their emissions intensity. But we must also consider the impacts on cost, land use, the current state of technology, regional differences in climate, and the ability of existing fleets to accommodate any changes to fuels. As Prime Minister, Andrew Scheer will: Work with provinces, territories and stakeholders to increase the availability and use of renewable fuels and to decrease the carbon intensity of Canada’s fuel mix. A Real Plan to Protect Our Environment A Real Plan to Protect Our Environment MAKING RENEWABLE FUEL A BETTER OPTION KEEPING OUR COMMUNITIES SAFE Canada needs to improve its resilience to extreme weather events to keep our communities safe. Communities must be able to identify risks and to be able to plan properly to address the risks. An adaptation lens may include designing infrastructure to protect a community from extreme weather events, but it may also include designing other infrastructure to ensure resilience with respect to known hazards. In either case, it will help communities to be prepared in the event of an emergency. As Prime Minister, Andrew Scheer will: Incorporate a mitigation and adaptation lens to the government’s investment in infrastructure. Enhanced or constructed wetlands and other natural features can provide low-cost protection against floods, drought, and water quality issues while also providing values like recreation, fish and wildlife habitat, and carbon sequestration. As Prime Minister, Andrew Scheer will: Pursue natural infrastructure projects that leverage the resilience of our natural landscapes. COMBATTING EMISSIONS FROM WILDFIRES In recent years, there has been a series of devastating wildfires in western Canada. These events force families from their homes and communities and can result in devastating loss. Wildfires are part of the natural cycle of forests. However, a changing climate, including increased forest health issues 30 and the potential for hotter, dryer summers has resulted in an increased risk of high-intensity fires.  This is a problem for communities located in forested regions.   As Prime Minister, Andrew Scheer will: use of technology that can improve the early detection of wildfires and/or better predict fire behaviour, specifically targeting high-risk areas close to communities. Direct the Canadian Forest Service to investigate the 31 WORKING WITH INDIGENOUS COMMUNITIES Canada’s Indigenous peoples have a wealth of knowledge that can help Canada understand the changes taking place in our environment as we continue to manage our air, land, water and wildlife. We will continue to work with Indigenous communities to incorporate their knowledge of the land and their history into our broader understanding of the effects of climate change and the environment. A changing climate disproportionately impacts Canada’s Indigenous peoples – especially those living in remote and Northern communities and working in industries such as mining and forestry. We will make sure that Indigenous communities are included as we plan mitigation and adaptation activities. As Prime Minister, Andrew Scheer will: Continue to build and maintain a respectful relationship with Indigenous peoples to learn from them and to incorporate their traditional knowledge into our efforts to address the impacts of climate change. Collaborate with Indigenous peoples on undertaking mitigation and adaptation projects. A CLEANER AND GREENER NATURAL ENVIRONMENT From the Rocky Mountains to the Northern tundra to the Bay of Fundy, Canada is home to the world’s most beautiful landscapes, natural landmarks, and parks - from sea to sea. The quality of our local environment impacts our lives and Canadians care deeply about what happens in their own backyard. We recognize the important work that is being done across the country by Canadians acting as stewards of our environment: farmers who manage their family land so they can pass their farms down to their children and grandchildren; community organizations who work to make sure parks and playgrounds are free of litter; hunters and anglers who responsibly manage supply so next year’s season is better than the last; and park rangers and volunteers who make sure our natural landscapes are open for families and friends to enjoy. A Real Plan to Protect Our Environment builds on this important work and emphasizes community engagement and consultation. Our plan will conserve and protect our air, land, water and wildlife. STRATEGY FOR INVASIVE SPECIES AND MAJOR PESTS Across the country, there are invasive species and major pests that can degrade habitat, kill or displace other species, introduce parasites, or impact our interactions with the environment. These include pine beetles, Asian carp, emerald ash borer, and zebra mussels. Our plan calls for a comprehensive update of Canada’s strategy to protect our fisheries, forests, agricultural lands, tourist areas, and the millions of good jobs in those industries. As Prime Minister, Andrew Scheer will: Build on the important work that is done by Parks Canada to control pest species on waterways and lands that pose a substantial threat to forest and aquatic health. Review and update the Invasive Alien Species Strategy for Canada, as well as the invasive species action plans. MANAGING OUR PROTECTED AREAS From Stanley Park and Banff National Park in the West, to Rocher Percé, Gros Morne and the Cape Breton Highlands in the East, to Lancaster Sound and Nahanni in the North, these areas - and so many others in between - deserve proper management. With the passage of Bill C-55, the Trudeau Liberals have undercut the consultation process that is vital to designating protected areas. Now, Marine Protected Areas are being determined before consultation happens. This means that Canada’s commercial fishers and small coastal communities will be forced to fight the government to defend their interests when they should have been consulted in the first place. Canada must have a robust protected area system. We will conduct consultations with local communities and governments, business owners, and Indigenous peoples to make sure that our approach has the best interests of 36 the communities in mind. We will restore protections for meaningful community consultations that were taken away by the Liberal government.  We are committed to setting aside 17% of Canada’s terrestrial area and 10% of marine area as agreed to by the previous Conservative government. We believe that the quality of land set aside is every bit as important as the quantity, so we must make sure we take the time to get it right. As Prime Minister, Andrew Scheer will: Lead a science-based terrestrial and marine conservation assessment to identify the best opportunities for expanding our protected area network, including parks, marine protected areas, national wildlife areas and migratory bird sanctuaries. Identify high-value, lowconflict areas and initiate an expedited process to declare the area as protected. Work with Indigenous peoples to explore options for more active participation in the management of protected areas. Reinstate up-front consultations with communities and stakeholders before determining protected area boundaries. Ensure that protected area approval processes are reasonable, timely, and respectful of local communities. Wetlands can help to protect Canada from floods and droughts. They help recharge our groundwater and purify our water. They provide important habitat for fish and wildlife. They offer opportunities for recreation and they sequester carbon. Canada has close to one quarter of the world’s remaining wetlands, but in settled areas up to 70% of our wetlands have been destroyed or degraded. Our wetlands have been undervalued and their habitats neglected. As our wetlands are lost, Canadians lose the important protections they provide. For example, our communities become more susceptible to flooding and drought. This is particularly true on private lands. Ecological goods and services programs currently exist for private lands. FlexFarm developed by Ducks Unlimited and ALUS are two examples. Our study would allow us to consider expanding on the work of these important programs. A Real Plan to Protect Our Environment A Real Plan to Protect Our Environment MANAGING OUR WETLANDS We recognize that private landowners with sensitive wetlands are valuable partners in conservation. Our plan’s objective is to reduce conflict between local government and landowners to support management of wetlands so that we can find a way to conserve and manage our wetlands in respectful and meaningful ways. As Prime Minister, Andrew Scheer will: Support the completion of the Canadian Wetland Inventory. This will cost $15 million over three years. Study the feasibility of an incentives-based program that restores, maintains and protects critical habitats. This study will: Identify regions and ecosystems that provide significant ecological goods and services; and, Assess options for maintaining or restoring critical habitats in these areas on private lands. 37 A Real Plan to Protect Our Environment PROTECTING OUR WATERWAYS Canada’s waterways opened our nation to explorers and offered early trade routes that set the stage for a dynamic, modern economy. Today, our waterways support our trade-based economy and sustain our livelihoods in several ways. BETTER UNDERSTANDING THE CHALLENGE To successfully reduce emissions at home we must understand the contributions of our forests, wetlands, tundra, and managed lands as a carbon sink. In the past, Canada’s vast forests were a net carbon sink, but in recent years, wildfires and pest infestations may have tipped the scale in the other direction. It is vital that we identify not only where we are now, but also where the opportunities are so that we can make better land use decisions for the future. As Prime Minister, Andrew Scheer will: Study the contribution that Canada’s landscape makes to global emissions. COMBATTING AIR POLLUTION More than 80% of Canadians now live in urban areas and more than a third of all Canadians live in our three biggest metro areas (Toronto, Montreal, and Vancouver). Our cities are some of the most liveable in the world, but air pollution, even at low levels, is hurting our communities. Air pollution and smog contributes to an estimated 14,000 premature deaths each year in Canada alone20. 38 Improving air quality will help Canadians breathe easier and make sure that our cities continue to be healthy, attractive places to live, work and play. As Prime Minister, Andrew Scheer will: Review and modernize air quality standards and regulations, with a focus on urban airsheds. They should not be used as a toxic dumping ground. Since taking office, the Trudeau Liberals have failed to protect our waterways from pollution. In one of her first acts as Environment Minister, Catherine McKenna allowed the City of Montreal to dump 8 billion litres of raw sewage into the St. Lawrence River. In 2017 alone, municipalities dumped 215 billion litres of raw sewage untreated into lakes and rivers across the country. The previous Conservative government had an excellent track record on waste management. We created the Wastewater Systems Effluent Regulations to set higher standards for wastewater treatment. We also made wastewater investments across the country, including in Montreal and Victoria. As Prime Minister, Andrew Scheer will: Work with provinces and municipalities to bring an end to raw sewage dumps into marine or freshwater ecosystems. In 2007, the previous Conservative government implemented the Lake Simcoe Clean-Up Fund. It funded over 200 community-based projects that restored fish and wildlife populations, planted thousands of new trees, and reduced harmful sewage and waste dumps into watersheds. The Trudeau Liberals cancelled the fund in 2017. As Prime Minister, Andrew Scheer will: Maintain support for watershed protection in significant watersheds, including the Great Lakes and Lake Winnipeg, and restore the Lake Simcoe Clean-Up Fund. Workers and volunteers roll up their sleeves and work on conservation projects in their communities. This kind of community-minded action gets real results and should be supported. Create a new fund for communitybased projects targeted to wildlife enhancement. This will cost $25 million over five years. As Prime Minister, Andrew Scheer will: Maintain the community-led Habitat Stewardship Program for Species at Risk. Restore funding for the community-led National Wetland Conservation Fund (NWCF) which was cancelled by the Liberals. This will cost $4 million a year. A Real Plan to Protect Our Environment REINSTATING AND IMPROVING CONSERVATION PROJECT FUNDING Maintain important national conservation programs, including the North American Waterfowl Management Plan and the Natural Heritage Conservation Program. Restore funding for the community-led Recreational Fisheries Conservation Partnership Program (RFCPP), which was cancelled by the Liberals. This will cost $10 million a year. 41 Migratory birds are iconic symbols in Canada. Hunting migratory birds requires a permit with a valid Canadian Wildlife Habitat Conservation stamp. Proceeds from the sale of these stamps go to support conservation efforts in communities across Canada. As Prime Minister, Andrew Scheer will: Continue to fund the North American Waterfowl Management Plan. Increased resources for waterfowl conservation measures, funded by modest increases for non-resident hunters on the cost of the migratory bird stamp. RESPECTING HUNTERS AND ANGLERS Canada’s hunters and anglers make significant contributions to the preservation of species and habitats and can offer valuable advice on the stewardship of Canada’s wildlife. The Trudeau Liberals cut the Hunting and Angling Advisory Panel, choosing to lose touch with what is happening in our local communities. Our plan will make sure that our hunters and anglers have a seat at the table. As Prime Minister, Andrew Scheer will: Re-establish the Hunting and Angling Advisory Panel. 42 TAKING ACTION ON PLASTICS AND WASTE The Trudeau Liberals have failed to diagnose Canada’s plastic problem and therefore have provided meaningless solutions. Justin Trudeau has failed to recognize that plastic is a global problem. Almost all the plastic that is on our shoreline and in our waters comes from other countries. There is no question our country’s recycling must improve. Too often, products are packaged in excessive amounts of plastic and too little of our plastic is recycled and reused. Provinces and territories have the primary responsibility for managing plastic and they are taking action. British Columbia has led extended producer responsibility efforts and Ontario recently announced a plan to do the same. However, the lack of common standards and practices has posed a barrier to national companies wishing to reduce their waste. By working with our provincial and territorial partners as well as the private sector towards a common goal, we can work to improve the way plastics are used, re-used and recycled in Canada. Canada needs to improve its waste management. Waste that is not properly managed ends up littering our parks, our rivers, our lakes, and our streams. Nationally, only about a quarter of our waste is diverted from landfills21. That is significantly less than other OECD countries. There are many companies that have the ability and the will to divert or convert waste into clean energy, but their intentions and efforts are hampered by a patchwork of regulatory regimes across the country. Significant legwork has been done by provinces and territories in terms of planning to improve waste management, but an engaged federal partner with a strong focus on technological progress and red tape reduction will help provinces, territories and the private sector take action to reduce waste. As Prime Minister, Andrew Scheer will: Ban the export of plastics waste unless it can be shown that it will be recycled at its destination and impose tough penalties for violations. Work with provinces, territories, plastics producers and other stakeholders to develop a nationally harmonized regulatory regime for plastics recycling including elements of extended producer responsibility and harmonized standards for products and packaging containing plastic. Work with producers to minimize the plastic packaging of products. A Real Plan to Protect Our Environment A Real Plan to Protect Our Environment PROTECTING MIGRATORY BIRDS Work with international partners to combat oceans plastic. Work with provinces and territories to reduce waste and to increase the recovery of clean energy products and other valuable by-products from existing waste. Enerkem is a Canadian company that has developed a carbon recycling process that can convert unrecyclable waste into clean burning ethanol and methanol. Headquartered in Montreal, with an operating facility in Edmonton, and an innovation centre in Westbury, QC, Enerkem is a truly Canadian company with a global reach. Guided by our Green Technology, Not Taxes principle, policies like our Green Patent Credit will encourage research and development in the waste industry and help ensure innovative companies like Enerkem can continue to grow in Canada. 43 Vancouver, BC ENFORCING OUR ENVIRONMENTAL LAWS We must have strong environmental laws in place and our plan will make sure that those laws are enforced. Poachers and individuals who willfully break Canada’s environmental laws should suffer the consequences of their actions and be held accountable. As Prime Minister, Andrew Scheer will: Prioritize funding for environmental compliance and enforcement. PROTECTING OUR OCEANS Marine shipping is vital to our country’s economy. Managing ocean traffic and shipping logistics must include the protection of our coastal communities and marine life. Our plan proposes a sciencebased approach, greater flexibility in shipping routes, and increased monitoring to improve safety. We believe the solution lies in better technology and data-driven decisions, and not by banning shipping traffic and harming the economy like the Trudeau Liberals have done. We will explore real-time monitoring to share crucial information about ocean environments with mariners. Real-time data could make sure that ships avoid interactions with whales and marine animals and ensures marine traffic is only rerouted when there are real threats posed to marine life. As Prime Minister, Andrew Scheer will: Work with coastal provinces, business leaders and industry experts to explore the creation of flexible shipping routes based on latest scientific data, to reduce the impacts of shipping on marine life. Incorporate environmental components to existing shipping corridors alongside other important components, such as physical safety. Carbon emissions are a global problem. That is why our plan will reduce global emissions, while creating jobs in Canada. TAKING THE CLIMATE CHANGE FIGHT GLOBAL The current international approach to fighting climate change is to require countries to self-impose domestic emissions reductions targets. Around the world, countries work to reach their own emissions reductions targets regardless of the cost or risks of carbon leakage to higheremitting countries. As a result, good opportunities to lower global emissions are sacrificed to focus on policies to meet domestic targets that will have little to no international impact. Canada must look beyond our own borders and confront the climate change reality: it is a global problem, for which global solutions are needed. A global solution would focus climate change efforts on the most efficient emissions reductions, regardless of what country they are in. Moosomin, SK There is no way to do this under existing international agreements. As a result, wealthy countries with good environment practices, like Canada, are forced to subject themselves to expensive emissions reduction strategies while high-emitting developing countries with lower cost emissions reduction opportunities struggle to make those investments. This defeats what should be the ultimate objective of lowering global emissions. our efforts are recognized. There is one mechanism under the Paris Agreement that can be used to facilitate international cooperation on emissions reductions: Article 6. The international community has so far been unable to agree on the rules that would govern Article 6. Canada should be an active participant in those negotiations to ensure that 2. A Real Plan to Protect Our Environment recognizes the powerful position Canada is in to break the status quo and export our technology and expertise to lower emissions in other parts of the world. Our plan lays out three ways we will show leadership. 1. Canadian energy products can be used to replace dirtier foreign energy sources. 3. Technology developed in Canada to reduce emissions can be exported to the world. FOR EXAMPLE: Canadian liquefied natural gas (LNG) has the potential to provide a cleaner alternative for power generation in countries like China as they transition away from coal. By promoting LNG, we can support a key driver of the Canadian economy and reduce global emissions at the same time. The world will be better off with more Canadian LNG, and less Chinese coal. A Real Plan to Protect Our Environment 1 Canadian energy products can be used to replace dirtier foreign energy sources. It has been well-established that natural gas, like LNG, is a cleaner source of reliable energy than coal. Exporting Canadian LNG to replace coal can lower global emissions. Marine shipping accounts for an estimated 2.5% of total greenhouse gas emissions worldwide and as a result the International Maritime Organization has adopted a strategy to reduce greenhouse gas emissions from ships 50% by 2050. A key component of meeting this goal lies in transitioning the fleet from burning heavy bunker fuel to clean burning LNG. North America. A Vancouver facility could not only support the shipping industry’s transition to cleaner fuels, but it could also give Canada a first mover advantage when it comes to providing LNG to the world’s shipping fleet. Building LNG bunkering facilities at the port of Vancouver would not only make it more attractive to shippers but would also grow the economy and reduce overall global emissions. We will create a competitive advantage to help these companies grow and expand into the global market. A Real Plan to Protect Our Environment will not only help keep good-paying jobs here in Canada, but it will also create new jobs by supporting industry to replace dirtier sources of energy around the world. As Prime Minister, Andrew Scheer will: Provide targeted accelerated capital cost allowances to industries that can be shown to reduce emissions in other countries, and to producers who can be shown to be among the least carbonintensive in the world in their industry. To do this, we will set aside up to an initial $500 million to accelerate depreciation rates. The Green Expansion Accelerator will be time-limited to three years to incentivize companies to invest in their expansions more urgently. Finance Canada will work with other departments, including Environment and Climate Change Canada and Natural Resources Canada, to establish criteria for the Green Expansion Accelerator. EXPANDING GREEN BONDS It can be difficult for any growing business or budding entrepreneur to raise the money needed to expand and market new products. While the green economy presents new and exciting opportunities, this is especially true for businesses developing emissions-reducing technologies. Green bonds are useful for providing capital for clean tech start-ups, particularly in the 56 early stages when companies are struggling to bring new technologies up to scale. These bonds can provide patient capital and longer-term funding, but they also allow green technology companies to leverage that financing to attract more capital from the private sector. Export Development Canada already issues green bonds to support Canada’s export trade by helping Canadian companies seize international business opportunities and export green technologies around the world. As Prime Minister, Andrew Scheer will: Expand Export Development Canada (EDC) programs to issue more green bonds that provide financing for the development of emissionsreducing technologies. The Canadian Clean brand will appeal to global customers and the standards used will be transparent to withstand international scrutiny.
