Greetings!

We regret to inform you that we cannot ascertain the source of the datar'statistics
posted on the annual report by the former CPNP DELA RDSA. Apparently. generating
datarstatistics thru our CIRAS is based on parameters which are likely to differ with
other reportfs as seen at the bottom part of the report provided to you recently.

Based in our Civic 2013-30-13. Crime incident Reporting Analysis System
(CIRASJ addressed as an e-Ellotter System, is more common and comprehensive to the
public who are transacting with the PNP as regards to their complaint and reporting of

crime incidents for record purposes.

The report that we handed over to you were speci?cally generated thru CIRAS.
Crime registrars from local police stations periodically update their records that cause
changes in our database and so as the statistics. It is mandatory for the PNP to encode
crime information directly to CIRAS as soon as the information comes in. otherwise,

there will be misunderstanding as to the representation of statistics.

You had stated that you have accessed the QCPD e-blotter for July 2010 to June
201?. wherein 270 drug suspects were killed during police operation for that period. Can
we ask for the copy of that report so we could determine the parameters set therein?I

The numbers provided by MPO as posted on your letter clearly af?rms that it was
not generated from CIRAS. As we had mentioned. acquiring reports from other uniti's
other than the generated report from CIRAS would create misunderstanding as to the
representation of statistics. Further. any personnel will be sanctioned for an
administrative case for under-reporting or erroneous counting of crime data and will
cause for the relief of the same.

This Police Of?ce cannot deny the fact that the statistics specified on the reports
you had gathered most likely differ with the report generated by CIRAS. however. as
best practice. we often conduct validation and comparison amongst others to saw out
comprehensive ?gurels to correspond on your request.

Thank you for bringing us this matter to our attention and rest assured that Team
will continuously provide assistance and looking forward for the paramount
outcome on the matters of public interests.
