As you are aware, a question has arisen with respect to your collection of compensation as a RTA Trustee,
based upon the July 12, 2006 letter from Mayor Jackson. 1 have been advised by RTA Counsel that since

this July 12, 2006 restriction has not been removed by the City of Cleveland, your compensation, at this

time, should be held pending further clarification and investigation. This opinion is supported by Board Special
Counsel Mr. Ralph Cascarilla.

As a result, based upon this legal opinion, i am writing to let you know that RTA will not be precessing your
compensation for July, 2018. know that we all hope that this matter can be cleared up quickly.
