Council of Large Public Housing Authorities 455 Massachusetts Avenue, NW, Suite 425 Washington, DC 20001-2621 Executive Director: Sunia Zaterman phone: 202.638.1300 fax: 202.638.2364 web: www.clpha.org June 26, 2019 The Honorable Maxine Waters Chairwoman Committee on Financial Services 2129 Rayburn House Office Building Washington, DC 20515 Dear Chairwoman Waters: On behalf of the Council of Large Public Housing Authorities (CLPHA), I am writing to express our support for H.R. 1690, the “Safe Housing for Families Act of 2019,” introduced by Representative Jesus Garcia (D-IL) that was marked up today before your committee. The legislation requires combination carbon monoxide and smoke detectors in public and assisted housing units to help prevent fatalities among residents from carbon monoxide poisoning. Resident health and safety are paramount to CLPHA members, and measures taken to mitigate hazards such as those addressed by this bill are welcome. We are pleased the bill authorizes commensurate funding to meet the requirements of installing and maintaining the carbon monoxide detectors at an amount of $300 million over a three-year period. We also appreciate the diligence of committee staff in reaching out to CLPHA and other stakeholders soliciting comments and suggestions in an effort to better perfect the legislation and deliver a legislative product that is sensible and workable. We commend the Committee, under the leadership of Chairwoman Maxine Waters (D-CA), in moving this legislation forward, and we look forward to the approval of H.R. 1690 by the full Congress. Sincerely, Sunia Zaterman Executive Director
