1. An allegation of offending has been brought to my attention that involves a senior of?cer, Commodore
Fred Keating, RNZN. The allegation concerns the installation of a hidden camera in a bathroom at the NZ
Embassy in Washington DC.

 

2. At the time, Commodore Keating was Defence Attache, Washington DC. The matter was initially
investigated by the Ministry of Foreign Affairs and Trade, and is currently the subject of a New Zealand Police
investigation. Commodore Keating is a suspect in the New Zealand Police investigation. It will be late
January 2018 before Police can provide an update into the investigation.

3. The NZDF considers that given the seriousness of the allegation, that Commodore Keating be
suspended until the matter has been resolved.

Recommendation
4. i recommend that you:
a. Note that an allegation of offending involving a senior officer is being investigated by the New

Zealand Police.

b. Note that given the seriousness of the allegation, the officer is suspended until the matter has
been resolved.
