HOW to: License Plate Readers (LPR) Purpose of this CBT: 1. Teach new officers how to use the License Plate Readers installed in patrol vehicles. 2. Remind veteran officers how to use all of the functions of this system. Let?s get started As a department, Chandler PD has invested in LPR cameras for patrol vehicles with the goal of having one LPR vehicle per shift per substation. SOUTH We currently have 5 patrol LPR vehicles, and in the near future we will reach our goal of one LPR vehicle per station/per shift. (Once all the new systems are installed) NOW let's answer some questions about the use of this system. The ?Who" Every sworn employee can and should log into the LPR software when driving one of the LPR vehicles. (If you don't want to use the LPR cameras then please consider driving a different vehicle.) But ?What? is it? Our LPR program consists of specific vehicles equipped with LPR cameras that have the potential to gather data on common locations where suspects frequent, and locate stolen vehicles/plates, arrest warrants, missing people, ect. The ?What" The way It works is the LPR cameras pick up the reflective material on permanent license plates and takes a picture. The computer then cross-references the digits to see if that specific group of numbers/letters are listed as ?Hot" in anyjurisdiction, ie all states. If so, you will get an alert on your MDCThe ?What" These cameras only take pictures of digits on a plate and they are not able to distinguish between different states. Sojust because the computer is telling you that the digits your LPR camera just captured are ?Hot", it doesn?t mean that the plate you ran is ?Hot." (The digits that are ?Hot" might be related to a different plate in a different state. Also the camera can misread a License plate.) The ?What" For example: If an officer in Nebraska enters this plate as stolen, llBl: A23 and later your LPR cameras take a picture of any of the following plates; then the system will alert you of a stolen ?Hit.? ABC 123 COUNTY GEORGIA The ?What" CHECK With that being said; Every time you get a stolen ?Hit?, always verify the plate by running it through MVD or asking dispatch to run it prior to taking enforcement action. The ?When? Now that we know what it does, let?s talk about When you use it. Every time you start your shift and log into your log into the LPR program. (Many times you will be prompted to log into the LPR program when the computer is turned on.) The ?Where" (and using this system) If the program doesn?t automatically load then Double-Click on one of these icons on the desktop to open the LPR software. (If neither of these icons are on your desktop then contact The ?Where" (and using this system) After the below screen comes up, type for your username, and for your password. License Pine Capture sum-n ??motmv The ?Where" (and using this system) Once logged in, double click on ?Begin Shift" The ?Where" (and using this system) This needs to happen so all of the recently entered stolen plates will be loaded and old info will be purged! Translation, if you don?t do this then you will be driving around with old intel!! The ?Where" (and using this system) After you have logged in and double clicked on ?Begin Shift"; Nowjust drive around and start gathering data and looking for stolen plates/vehicles and warrants. The ?Where" (and using this system) At the end of shift, do not forget to double click ?End Shift." The ?Why? help us locate stolen vehicles, and is also a great resource for finding people. The intel that you gather today by driving around and capturing plates, might help us find a suspect or solve a case tomorrow. The ?Why? Lastly, if you drive the LPR vehicle and have 1o-8 time, please consider ?gridding? a neighborhood or business area to help us gather intel to solve future cases. (?Gridding an area" means driving up and down every street in an area to capture license plates) 1,1 (Ff it": 3'3 . Another example of when ?Gridding? an area would be useful; is directly after a major incident. Driving an LPR vehicle through or around a crime scene is almost like doing a witness/suspect ?crime scene log.?
