Scott Rochester City Councilmembers Please accept this formal request for an investigation of the conduct of Northwest Neighborhood Service Center Administrator Tammi R. Herron. Ms. Herron was videotaped on Tuesday, June 25th on or about 3:30PM arriving at the Edgerton Recreation Center, 41 Backus Street, in a Rochester Police Department patrol car to admonish a political candidate for his actions at a polling site. Ms. Herron is clearly on work time, using the time and transportation of a Rochester Police Department officer, to engage in an activity that is unrelated to her work duties. It is well-known that Ms. Herron is at odds with the volunteer Board of Directors of the Charlotte Community Association, of which Mr. Peo was formerly a member and Mr. Peo’s campaign manager, Jonathan Hardin, is president. In addition to the disregard of her professional duties, she appears to be violating at least two sections of the City’s Code of Ethics: C.1. “No City officer or employee shall have any employment or engage in any business or commercial transaction, or engage in any professional activity, or incur any obligation, as a result of which, directly or indirectly, he would have an interest that would impair his independence of judgment or action in the performance of his official duties or that would be in conflict with the performance of his official duties.” And C.5. “No City officer or employee shall use or permit the use of City owned vehicles, equipment, materials or property for the convenience or profit of himself or any other person.” I hope that an OPI investigation would get to the bottom of why and how a City employee would use RPD and NSC resources to respond to a political matter under the jurisdiction of the Monroe County Board of Elections.
