How we arrived at this figure
Contrary to what the police say, we found that half of all homicides under investigation in the
three Metro Manila municipalities we reported on are linked to drugs. This document explains
how we made this calculation.
The National Capital Region Police Office (NCRPO) provided a spreadsheet of all homicides
under investigation from July 2016 to the end of 2018. A copy of that spreadsheet is on page 2
of this document.
According to the NCRPO, the number of homicides in the three cities are as follows:

The total number of drug-related homicides that we found from police records is 934 as shown

Note that there are other homicides that have not been recorded by the police. We found
nearly 300 more casualties from news reports, human rights groups, churches and other
sources.

We divided 934 by 1,881 and got 0.496 or about half. The police say that nationwide, only 10%
of all reported homicides are drug-related. Our calculation shows that figure is closer to 50% in
the three Metro Manila cities that are the focus of the study. But we also found many other
drug-linked homicides that have not been recorded by the police, so this figure is at best an
approximation. A database that lists all drug-linked homicides we found from multiple sources,
