Re: Reduction of tuition support for Indiana Virtual Pathways Academy (IVPA) pursuant to
ADM adiustment by Indiana State Board of Education (SBOE)

Dear Dr. Clark,

As you are aware, on July 10, 2019, the SBOE voted to readjust and reduce the ADM counts for
the 2017-2018 and 2018-2019 school years for IVPA. Accordingly, the Indiana Department of
Education (IDOE) has determined that, effective immediately, we will be recapturing all excess
tuition support dollars distributed to IVPA based upon the newly established ADM counts. To
this end, IDOE will be withholding all tuition support payments until the excess tuition support
dollars have been recaptured.

At this time, preliminary estimate of the amount IVPA currently owes the State of Indiana
is $25, 600,000.00. After fully uploading all new ADM estimates for IVS, IDOE reserves the
right to later amend this dollar amount.

IDOE is in receipt of your letter dated July 5, 2019 informing IDOE that IVPA intends to close
June 30, 2020. Should your board take any action in light ofthis or actions, we ask you
immediately inform us. I also remind you that you are bound by all responsibilities of your
charter agreement, to include all closure protocols.
