Following up on the Mayor’s recent letter, I wanted to invite you to a meeting with our national experts from 21CP Consultants to provide input directly to the methodology being developed by the City. This will be an opportunity for the national experts to hear directly from community representatives and give you all a status update on the City’s response to the Court’s order. We hope that you can join from 3:00 – 4:00 PM on Wednesday here at City Hall in room 370. Under the current Court’s Order, the City is required to formulate a methodology “for assessing the present accountability regime.” Last week, Judge Robart approved the City’s timeline and proposal to file a methodology by August 15, 2019. To meet the Judge’s deadline and utilize a process similar to previous data-driven expert reviews the City has done under the Consent Decree, the City is working with national experts from 21CP. We will be working with the CPC, the community and other stakeholders in order to get broader input in developing the methodology for assessing the present accountability regime. As with other assessments under the Consent Decree, once there is an approved methodology according Judge Robart, the assessment will be conducted. The data gathered through the assessment will provide guidance for next steps for the City after the input of the Monitor and our accountability partners that will all ultimately require approval from Judge Robart. We do want to be clear: the Mayor has said unequivocally that we are not starting over on accountability, nor are we disregarding the tremendous work that has been done by City leaders and community to achieve the present accountability system. We have a strong accountability system, and these experts’ scope of work will provide data that will help the City and our leaders identify ways to build on our present accountability system and make improvements. We have brought in the national experts to present to you as well as the Community Police Commission (CPC). In addition to a work session with the Department of Justice, CPC, Monitor, OPA and OIG, the City plans to do an inclusive community engagement process on the proposed methodology. We hope that you will provide guidance and feedback on key issues, including the City’s proposed community engagement plan and the structure of the proposed data driven methodology Your commitment and dedication to police accountability and reform is the very reason we have hired some of the foremost experts in the country to engage with you and the City on moving forward to achieve lasting reform that survives the Consent Decree.
