I participated in a conference call this morning about the Sec Def's directive to have the Army support DHS and DHHS with the construction of two facilities for the two Departments to conduct their migrant housing/detention operations. The initial concept where the Army would just allow the use of the land and DHS and DHHS would make their arrangements to have the facilities constructed is no longer the case. Under the current plan, the Army will construct the two camps and once constructed DHS and DHHS will begin operations. We need to conduct a review to determine what level of NEPA would be required based on the proposed action and what would be the best method of execution.  Parcel's # 2 and # 3 in the attachment are the sites that could be used for the DHS and DHHS camps.  Parcel #1 is not Ft. Bliss' preference, but if that parcel requires less NEPA work, the camps may end up going there instead. As of this morning, the plan calls for AMC's LOGCAP to do the site prep and setup the camps with all the required facilities. Scope and timeline is as follows: - IOC NLT 31 AUG 18 to provide DHHS support for 1,000 UACs. Incremental build up to 7,500 bed spaces (FOC). - IOC NLT 10 AUG 18 to provide DHS support for 2,000 FRCs. Incremental build up to 4,000 bed spaces (FOC). Similar to what occurred in 2016, when we supported DHHS at Dona Ana, there will be extensive coordination between the two agencies, our higher headquarters, and our installation. To that end, I have been directed by Garrison leadership to establish a core support team for the installation ISO this operation. Right now, I see that team consisting of representatives from the following activities (feel free to make recommendations for additions to the core team). There is a site survey tentatively scheduled for this coming Friday, 29 Jun 18. Once I finalize that, I will ask that your representatives be made available to participate. Plan on meeting internally one hour prior to the arrival of the survey team so I can provide your representatives an overview of the operation and set conditions for a seamless site survey. WebEOC will be the primary knowledge sharing platform for this operation. We will let you know when it is up and operational. Due to the short time line to get to IOC, there are a lot of different agencies outside of Fort Bliss that have been, or will soon start trying to direct coordinate with your offices. To avoid friction, gaps, and potential disconnects, all coordination activity will flow in and out of DPTMS operations (rm 2027, 1AD HQs).
