(b) (6) I'll give you a ring in a moment to discuss a few details, but after talking with the environmental attorney at Bliss this morning at length, she, I, and ELD are pretty comfortable that a REC could be handily assembled.  I have offered AEC OC assistance in this endeavor, but at the moment I was told Bliss didn't think it was going to be too big a deal based upon the pre-existing NEPA you referenced in your voicemail to me this morning. So, I think we can safely say for the moment, barring anything surprising at the site visits (including major changes to the proposed action provided by DHS or HHS) today, that a REC is possible and that the lawyers are lined up to assist and provide a legal sufficiency determination.
