Connecting Road to DHS/TXARNG: On parcel 2 at Site Monitor there is an unimproved dirt road paralleling the eastern side of Site Monitor and connecting to an unimproved road that leads to ICE/TXANG compound. Is contractor allowed to make improvements to this road to support vehicular traffic? Connector Road to Spur 601: There is an unimproved trail from the Northwest of Site Monitor (SM) that connects to a North-South road leading to Spur 601. Will contractor be allowed to improve this road for vehicular traffic. Will contractor be allowed to draw water from the main tower or other USG sites? If so , what locations are authorized? Will contractor be required to perform dust abatement? If so what are estimated road miles? Who is responsible for perimeter security and security inside the perimeter fencing? What law enforcement agency has cognizant authority over inside and outside the camps? Compliance Response: Per 30 Texas Administrative Code (TAC) 111: parking lots used for construction personnel (employees) on a long-term basis (> 30 days) and more than 5 parking spaces, shall be covered with gravel; all ingress/egress (i.e. points of entry) swept or cleaned of tracked off soil or earth; short-term parking areas (< 30 days) but with more than 5 parking spaces shall have dust controlled using water or a suitable oil or chemcial, but a suitable oil or chemical shall not be a waste or by-product material. Unpaved roads used for construction shall be applied with water or suitable oil or chemical to control dust emissions, in addition, Fort Bliss requires all vehicles on unpaved roads in the training areas be 25 MPH. The suitable chemical or oil shall be submitted to Fort Bliss DPW-ED before submitting it to the State agency for approval; the Safety Data Sheet shall be submitted to the Hazardous Materials Committee (Environmental, Industrial Hygiene, and Safety) for review and approval. Compliance Response: All spilled materials or chemicals, trash or refuse, unusable equipment, temporary facilities, and unspent materials shall be removed from the lease area(s) and in and around Site Monitor when and before the parcel is handed over to Fort Bliss when the lease permit expires or cancelled. Compliance Response: There is a closed Defense Environmental Remediation Program (DERP) site adjacent to Site Monitor area (31° 48' 13.767", 106° 18' 49.138"): Site FTBL-028, Rubble Dumpsite (SWMU 16) consisted of illegal dumping discovered in 1987. Some spills and petroleum, oil and lubricant (POL) material was located along with construction debris and trash. A preliminary investigation conducted in 1995 detected TPH (total petroleum hydrocarbon) and SVOC (semi-volatilel organic hydrocarbon) and roofing material with potential asbestos-containing materials. Waste removal and disposal, and fencing construction was conducted in 2000. Response Action completion report was submitted April 2001 and clean closure was granted by TCEQ (formerly TNRCC). Compliance Response: DPW-ED will remove and dispose of scrap tires. DPW-ED will make arrangements to remove illegally dumped trash.
