Assumptions Fort Bliss 24JUL2018 1. Contractor assumes construction, operation, and maintenance of a 4,000-person camp with base life support that includes services. 2. Major site preparation was considered for this estimate due to the nature of the terrain challenges, obstacles and debris noted during the coordination visit. 3. Contractor assumes site preparation location area will require hard packed aggregate for one 75-acre parcel. 4. Contractor assumes drone jamming capabilities on towers near the 4,000-person camp. 5. Contractor assumes food will be sourced at no cost to contractor form U.S. Army/DLA/Prime Vendor. 6. Tents will include flooring, climate control, fire extinguishers, smoke/carbon monoxide detectors and exit signs. 7. Tents furnishings will include bunks, linen, pillows, blankets and towels. 8. Contractor assumes purchase and distribution of Hygiene Kits to migrant Families. 9. For estimating purposes, Contractor assumes producing ID bracelets for migrant Families and migrant Children. 10. Contractor will provide 300 internet connections with the camps. 11. Contractor assumes 360-day base period of performance. 12. For estimating purposes, Contractor assumes 25,000 pounds of Ice production per person per day for AFH families. 13. For estimating purposes, Contractor assumes 45,000 bottles of water per person per day for AFH. 14. Bottled water will be contractor furnished. 15. At NTP, USG will commit Contractor to a minimum 30-day period of performance. 16. Contractor assumes spot power generation and electrical distribution in support of the camp will be required. 17. For estimating purposes, Contractor assumes transport of potable water delivery as the only water source. 18. Contractor assumes vehicle transporting all camp grey and black water. 19. For planning purposes, Contractor estimates 33 gallons consumption of water per person per day requirement. 20. For estimating purposes, Contractor assumes potable water supply point and grey/black water disposal site are within ten (10) miles of camp. 21. Contractor assumes all requirement for perimeter fencing, lighting towers and internal lighting towers. 22. Contractor assumes government will provide all law enforcement, security, firefighting, and emergency medical support for AFH camp population. 23. Contractor only provides security for contractor acquired property or government property assigned to Contractor. 24. For estimating purposes, Contractor assumes no Government Furnished Equipment (GFE), Government Furnished Facilities (GFF) or Government Furnished Property (GFP). 25. Contractor will provide dumpster service for one 75-acre parcel. 26. Contractor assumes grounds and facilities maintenance for the 4,000-person camp. 27. Contractor will provide life support to five (5) Team LOGCAP personnel, that includes billeting, office space, and two (2) rental vehicles. 28. Contractor will provide admin space for DHS employees estimated for a 4,000 per camp, meeting facilities, school facilities, Cafeteria, medical tent, laundry, recreation areas/facilities. 29. Meal cycle is A-M-A or UGR-A for breakfast, Meal Ready to Eat (MRE) for lunch, and UGR-A for dinner until otherwise notified. 30. DLA, DLA prime vendor will provide and deliver Class I, including supplements, bottled water and ice requirements, directly to contractor DFAC locations. 31. Government will provide bulk Class III point for contractor support of camp required for a 4,000person camp. 32. Contractor will provide pest management similar in scope to MFGI requirements. 33. Contractor will provide custodial services to showers, latrines, DFACs, billeting areas, educational spaces, library, offices and recreational areas. 34. For estimating purposes, laundry will be limited to laundry operations. Contractor will not furnish self-service facilities for AFA camp. 35. Contractor assumes USG (DHS) camp mayor or USG designated director will assign and manage billeting and space assignments inside the camp. 36. Contractor provides MHE for internal camp support only. 37. Contractor assumes Fort Bliss Fire Department, local, municipal, or other Government resources will be available for firefighting in support of the camp. 38. Contractor assumes that permission will be granted to use Site Monitor in its entirety. 39. Contractor will be above ground initially. 40. Contractor assumes RFIs to date will receive responses. 41. Contractor included cost of minimal furnishings for office buildings and recreational areas. Billeting areas include typical furnishings.
