Monday, June 3, 2019 Pamela Marshall, Principal Audrey Woods, Board Chairman Mary D. Coghill Charter School 4617 Mirabeau Ave. New Orleans, Louisiana 70126 Re: Notice of Non-Compliance, Level 1 – Charter Board Governance Dear Mrs. Marshall and Mrs. Woods: I am writing to inform you that Mary D. Coghill Charter School (“Coghill”) is receiving this Notice of NonCompliance, Level 1 given that the school is deemed non-compliant with its contractual obligations regarding its Board of Directors as identified in the charter operating agreement. On May 29, 2019, OPSB received notification that an email correspondence from board member, Dr. Eric Jones, was sent to Coghill faculty and staff stating that based on board policy, a scholar should not receive less than a grade D on their end of quarter or semester grade. The Charter School Board is specifically charged with overseeing the school’s performance. But while the Board’s overall purpose is to govern the charter school, it is not tasked with running the school’s daily operations. This duty belongs to the school’s Leader. The Board indirectly governs the school’s academic success through its oversight and evaluation of the School Leader. At this time, Coghill is considered noncompliant with regards to board governance. To return to good standing related to this matter, Coghill must comply with all aspects of the responsibilities as it relates to Board of Directors (see Policy HA for details) immediately. Additionally, submit a written plan of remedy by Monday, June 10, 2019. If you have any questions, please contact Gayla Robbins Mair at gmair@opsb.us with any questions that you may have regarding this letter. Yours in Education, Kelli R. Peterson, Ed.D.
