Bob Tom The current work in PSFA started with leasbillty study/assessment oi the PSFA Building in 2017. The hidiest priority items of the identified scope were the addtion oi exhaust and Isolation oi return air lrom areas where chemicals are used or stored: teaching labs. research labs. chemical storage rooms and custodal rooms. Because these spaces are located throughout the building on al tour levels. shafts tor the new exhaust ducts were installed trom these rooms up to me root, where the new exhaust fans would be installed. This was originally planned to be a summer construction protect, but the State Fire Marshal permits tookmuch iongerthan ournowconservative time irames lorapproval. Thatthen pushed title work Into or: Christmas break. and was scheduled to happen before Spring semester began in January. . earty Jamary. theyweredealing withaveryold root inpoor repair. Because oithe ageotthe this project was unsuccessiul. The materials speci?ed tor the patch were not able to prochlce ?no intothebuliding during a rain event Asthe ralnscontlnued. additional rnolsture breached the roo?ng materials. causing continuous leaks even alterthe rains had stopped. The interior rooting methodwoud be requiredto in ordertoproperty sealthe rootend preventiuture water intrusion. Untortunately. this new method reqrired a much more odorous product to be used to seal the new root penetrations. We quickly realized that this product has had significant oil-gassing that occurs (hiring umredlctabie hours a conditions. Because the outside air intakes tor PSFA are located on the root. the oil-gassing odors have been carried throughout the building. We placed titers on all intakes, but were unsuccessiul at stopping he odor from getting in the builchg. Withtheconcitionolthe buildings ltwasalsodiflcultto get out. We probabty tried 20+ mitigation measures. and all more-or-Iess were taliures to control the odor. We have mobilized additional stall from within Posc. our external CM ?rms. Facilities Services. and have sill been meucoeestui in removing with these odors. We had Ei-lS come a test the oi the tunes. and they did not detect anything toxic. However. the smell is clearly present. and it comes and goes with changing weather patterns a oft-gassing cycles Overtime. the occupants have become and legitimiteiy meet. ltwasdeclded carry on. alter the leaks. that in order to make the environment better tor the occupants. construction work would only happen at niuit or on weekends. Uniortunatety. (he to OSHA regulations. oniyonweekends. And. untortmately,the50tthe lasteweekends havebeen raining. sothe rootworkoouid not be completed. Due to ongoing complaints. ettects ol the odors on the occupants, and the lack ot successful mitigation ellorts. we elected to move out any PSFA occupants, on a volmtarybasls. to termorary otiice space in the Adams Humanities Building earlier this week (March Some faculty and stall were able to work remotely and (Id not require relocation; however. about Humanities until it is determined that the odors have been eradicated from the An environmental consultant. Mllennlum Consulting. has been contracted to ease? the indoor air quality within PSFA. and they wl perform air monitoring dumg root work. The General Contractor oniy needs 2 weekend days with no rain to complete the work. However. with the continuous oft-gassing Issue, I think smellsaregonemtilwemoveanyone beckln. We now realize thatcommunication with the buildhg owners; College of PSFA. was certahty hwfticient up until the first conpiaints were received by buikiig occupants in early January 2019. theocctpantsoflhemacesmere all thespaces resulting PSFA Dean's ofiice early on in the project (November 2017). and follow up on project schedule and debits. much to our regret. never occurred. We agree that this is unacceptable. Since this has been brought to cm attention. several weekty update emals have been sent out to the College of PSFA and other bulkiig occtpants. Separate weekly meetings have been established with the College of PSFA Associate Dean and ENS occupants to review upcoming scope and schedule, whether the work directly impacts these colleges or is simply Informational. The PSFA Dean's olflce hosted the efiort in sendng out these rpdatestoColege of PSFA personnel. aswel as Associate Deaneforothercollegee the building. We hope our recent communication efforts have been more etiectlve. and that the occupants' now know their concerns have been heard. and we continue our attenpts to inprove communication it regards to this project. oualready estimates. Our academic colleagues leel strongly that nobody should have to Ive through a project llte this. I only say that and all of our coleagues in BFA completely agree. One other Issue. aside lrom the odors. is the Flre Salety Correction Notlce (EN1 1) that CASFM Deputy Jena Garcla issued in early January. During an early construction Inspection. she noted countless existhg non-code compliant condtlons outside the area ol our construction. These oondtions included existing penetrations lire rated walls. among many other vlolatione. ?tees were most likely ?qulck lbws' done by campus over many years, and were mmencus throughout the entire bullding.
