Mr. President:

Thank you for your strong support of the armed forces and your efforts to keep America safe.
We write to request your personal attention on a Department of Defense cloud computing
program called the Joint Enterprise Defense Infrastructure (J EDI). has indicated that the
contract for EDI will be awarded in August. However, we believe that such an award would be
premature considering that the Of?ce of Inspector General (OIG) is investigating potential
con?icts of interest by BOB employees in awarding the EDI contract.

As you know, EDI was started by former Secretary Mattis and former Deputy Secretary
Shanahan in 2017. The program would cover the storage and processing of massive amounts of
classi?ed Pentagon data at a cost of $10 billion. EDI is a winner-take?all contract that will go to
a single company to provide cloud computing services to DOD for ten years.

OIG is investigating because employees involved in EDI had previous ties to or left 
to work for a company bidding for the contract without properly recusing themselves. It is
unclear if the OIG will issue its ?ndings prior to the DoD?s expected award date in August.

Therefore, we request that your Administration instruct not to award EDI until the OJG
has had an Opportunity to complete and report on its investigation. As Commander-in-Chief, we
know that you want both the best technology for our war?ghters and the best deal for taxpayers.
Given that the contract in question is worth $10 billion and that the OIG is investigating con?icts
of interest, we strongly feel that this is the appropriate course of action.
