Briccetti United States Courthouse White Plains NY 10601 Dear Judge Briccetti, First of all, my cordial greeting. I am writing in reference to Hector A. May, who is before your court. A few weeks ago I was asked to consider writing a reference letter, but the truth is that I was already planning on doing so. I sincerely feel very concerned about the well-being and future of Hector, and my intention is to try to shed light on the person he has been to me since meeting for the ?rst time over 30 years ago. As you receive this letter today, I am a witness to the countless number of people in need he helped through most of his life, including myself. I am sure that his attorney and perhaps others have spoken or written to you about his kindness, his service to the community at large and particularly to the Latino Community. And, about his service in the different Not-for-Pro?t Boards of Directors and Boards in local Hospitals. Sir, I am an Iraq War Veteran, recalled to active duty with the Army after the tragic events of 9-1-1. Twice, I was sent to foreign lands, in both instances to seek those who tried to harm us and to bring stability in places where law and order are at times ?eeting values. Having a wife and small child at the time, I went to serve our country knowing that if something happened to me, Hector and his family would look after my wife and son. Sadly, my father died in 2003, barely six months into my ?rst deployment. Without hesitation Hector came to our help, became my mentor, and his family, my family. And it was the assurances I received from Hector and Sonia that helped me focus on the job at hand, and return home safe from both, Bosnia Herzegovina and later Iraq. It was those assurances, the assurances of a father ?gure that provided the Case Document 29-3 Filed 07/25/19 Page 2 of 4 peace of mind I now wish EVERY SOLDIER gets the opportunity to have when they are put in harm?s way, in remote lands. At the end of my career, I was fortunate and honored as Hector took the place of my father during my retirement ceremony at the United States Embassy to the United Nations. I know he was proud of me, but the truth is that his unwavering support over the many years helped shape my views about public service and strengthened the values I had long learned to live by; Duty, Honor, Country. Although it seems hard to believe or understand the wrongful decisions he admittedly took, Hector is a good person and has always had morality in his actions. I have had the joy of knowing and interacting with him for the majority of my adult life, and that is why I can assure you that I and many of his friends are convinced that Hector is a human being with a great heart and a decent person. In summary, I am further convinced that he is very sorry for what he admittedly did, for which he is fully prepared to repair, as best he can, all the ?nancial and emotional damages of his decisions. I can truly understand how dif?cult it is for you to have to make a decision of this type without really knowing the person in front of you. That is why I trust that God will help you make a wise disposition, considering the life of service and kindness Hector has lived most of his entire adult life. I am the President/CEO of the Rockland Business Association (RBA). I am writing to you with regard to Hector May. Over the course of a legal proceeding you have come to know one aspect of this man; over the course of a quarter-century have known a very different man. a man I call ?brother.? When I ?rst met Hector he was well-known as a champion of the Hispanic community in Haverstraw, NY. He fought for their civil rights, for access to quality affordable housing and for economic opportunity. His effectiveness caused me to suggest that he apply his advocacy on higher levels that would give greater voice to the community he was serving while providing the opportunity to assist a larger cohort of people in need. This led Hector to commission a study of the contributions of Rockland County?s not-for- pro?t agencies as job providers and consumers of goods and services. He took the helm of a failing food pantry. People to People and guided it toward its current status as the pre-eminent pantry in the county, serving thousands of food-insecure members of our population every year. I He was instrumental in helping the RBA develop White Papers addressing the issues regarding Rockland?s status, in 2012, of being New York?s most ?scally stressed county and in 2016, why we are the second highest taxed county in the country. Both documents contain guidelines that have helped lead us toward ?scal solvency. He has been a dedicated volunteer and advocate for the Dominican Sisters and has served on many Boards of Directors. I know that he has a price to pay. I trust that ?price? can be mitigated by consideration of the good that is also part of the man. I thank you for taking the time to read this.
