ICA is uniquely suited to provide a facility which provides detention, medical, and transportation services that meet and exceed the requirements of this RFI. Indeed, consistent with our operations in Farmville, Virginia, ICA's facility in the Baltimore area will serve as a national model for civil immigration detention. We are proud of our exemplary record of achievement and service to ICE through the operation of our Fannville Detention Center (FDC). In fact, the FDC is one of the few facilities in the U.S. accredited by both the American Correctional Association (ACA) and the National Commission on Correctional Health Care (NCCHC). Our unrivaled facilities also adhere to both the intent and letter of the 2011 Performance Based National Detention Standards (PBNDS). In fact, ICA has achieved a perfect PBNDS rating six out of the last seven years. Since 2009, when ICE embarked on a mission to reform the immigration detention system, ICA has been at the forefront in responding to ICE's civil detention reform needs. ICA's design and organizational philosophy focuses on the creation and operation of facilities in a manner reflective of the specialized character of civil detention while making no compromises on security or officer and detainee safety. In fact, we specialize in dedicated ICE facilities and are able to provide minimum, medium, and maximum-security beds for both male and female adult detainees. 2019-1CF0-42051 3 IMMIGRATION CENTERS OF AMERICA DHS-ICE Immigration Detention Services—Baltimore ICA utilizes a facility design that emphasizes housing non-criminal detainees in a civil detention environment versus facilities designed to house individuals convicted of criminal offenses and operated under a penal model of incarceration. Our model encompasses expanded programs including religious, recreation, and education services over and above traditional corrections and detention expectations. It also includes law libraries, provisions for family and legal visitation with expanded hours, and the use of technology-based solutions for families and attorneys unable to physically visit facilities. Focusing on timely assessment, care, treatment, and services, we also provide health care management for the medical, mental, and dental care needs of detainees. Currently, ICA provides armed transportation for detainees exclusively in the Commonwealth of Virginia, with routine transportation missions to Pennsylvania, New Jersey, Georgia, Florida, Alabama, and Texas. ICA has logged over 8.1 million miles of successful transportation missions. ICA Transportation transports ICE detainees to and from over 175 locations for both government purposes and various appointments. Each ICA vehicle includes the appropriate equipment necessary to ensure the secure transportation of detainees and GPS tracking and safety monitoring for real-time accountability of staff driving habits and behaviors. ICA has a long history working with advisory groups to include ICE personnel from the Office of Detention Policy and Planning (ODPP), Enforcement and Removal Operations (ERO), Immigration Health Services Corps (IHSC), the Custody Management Division (CMD), and the Detention Monitoring Unit (DMU). We also have exceptionally close relationships with nongovernmental organizations (NGO) and other interested stakeholders such as the American Bar Association (ABA) and Capital Area Immigrants' Rights Coalition (CAR). In 2013-2014, our Farmville Detention Center was also the only facility in the country to be chosen to participate in one of the year-long working groups with the ICE and NGO organizations mentioned above. ICA's Farmville Detention Center (FDC), located in Farmville, Virginia, was designed and built in 2010 and has been operated with a singular purpose: to provide ICE with a facility that would meet its unique civil detention requirements in a manner that enables us to serve as the model of best practices for all other institutions nationwide. ICA's FDC was accredited by ACA 12 months after housing its first detainees, far more quickly than the period typically required for a new facility. In 2013 the FDC received accreditation by the NCCHC. As of today, the FDC is still accredited by both ACA and NCCHC. Additionally, the annual ICE audits routinely substantiate that the FDC is one of the finest administered facilities in the United States, with some ICE officials going as far as calling it a "national example" of how civil detention should be done. 2 RFI_Baltimore_CDF 2019-1CF0-42051 4 IMMIGRATION CENTERS OF AMERICA DHS-ICE Immigration Detention Services—Baltimore In 2013, our Director completed the educational and training requirements and was certified as a Prison Rape Elimination Act (PREA) auditor; his certification was renewed in 2018. Our Director currently serves as the president of the Compliance and Accreditation Managers Association (CAMA) and was also nominated for the delegate assembly of ACA. CAMA and ACA are national associations dedicated to the accreditation process of correction and detention facilities that demonstrates adherence to nationally accepted standards. Our Director also currently serves as the 2nd Vice President of the National Association of Wardens and Superintendents (NAAWS). The Director, together with a management team of consummate professionals with over 290 years of combined experience in detention, lead a facility that is both an asset to ICE and a critical asset in the provision of civil detention programs. We are proud of our accomplishments, and particularly proud of the culture that has been fostered within our company; ICA is focused purely on providing exemplary civil housing and transportation services designed to meet ICE's specific needs. Unlike other providers with which ICE contracts for beds, ICA only houses detainees for ICE without the distractions and conflicting priorities often caused by mixed populations. Indeed.
