On July 30, 2019 at 10:30 AM, I conducted an Federal Railroad Administration (FRA) Quiet Zone (QZ) enforcement/compliance review/inspection joint with Denton
County Transportation Authority (DCTA) officilals, City of Denton TX officials from Lakeview Blvd to Sycamore St. The purpose of this inspection was to verify
continued compliance with 49 Code of Federal Regulations (CFR) Parts 222 Subpart B & C, Part 234 Subpart E & F, FRA Guide for Preparing Crossing Inventory
Forms dated July 19, 2016, General Code of Operating Rules (GCOR), DCTA Operating/Safety Rules, Timetables, Bulletins,and Special Instructions. Additionally to
inspect for compliance with requirements/guidelines per the Manual on Uniform Traffic Control Devices (MUTCD) Part Eight (2009 edition, 2012 rev.) regarding the
City of Denton TX QZ filed with FRA Ref# THR-000889 established and effective June 6, 2011. Highway-Rail Grade Crossings (HRGC) inspected within this
corridor (continue)

I inspected FRA Forms 6180.71 (U.S. DOT Crossing Inventory Form) for compliance with 49 CFR Part 234, Subpart F (Highway-Rail and Pathway Crossing
Inventory Reporting) and FRA Guide for Preparing U.S. DOT Crossing Inventory Forms dated July 19, 2016 for compliance. The following was found during this
inspection: Colorado Blvd is listed in the City of Denton Notice of Quiet Zone Establishment and the QZ Calculation sheets as U.S. DOT 414680T which is Spencer
Rd. (closed). The correct U.S. DOT for Colorado Blvd is 414679Y listed correctly in the Letter of Affirmation (LOA) dated August 10, 2017 received by FRA on
August 15, 2017.
I inspected for the proper placement and maintenance of Highway-Rail Grade Crossing Emergency Notification System Signs (ENSS) for compliance with 49 CFR
Part 234 Subpart E and found them to be in compliance. No defects.

I observed several DCTA trains including 101, 102, 104/321, 105, 132 displaying head/ditch lights, and either silenced train horns account effective QZ or blowing the
proper train horn pattern acknowleging employees working near the tracks in compliance with Federal Regulations (CFR) Part §222.21 (When must a locomotive horn
be used) and 49 CFR Part §229.125 Headlights and auxiliary lights. No defects.

Inspected for evidence of well worn paths and found two locations at Brinker Rd and Colorado Blvd where cyclists and or pedestrian take short cuts to cross tracks
placing themselves at risk of being struck by on coming train or motorists. City official notified on July 30, 2019. FRA also met with DCTA-CTC and City of Denton
officials for safety briefing and a discussion at Brinker Rd (414686J) to address any questions and or concerns regarding FRA Quiet Zone review and inspection
process.
