However, Mauna Kea is a mountain of major cultural significance to Native Hawaiians, and many feel that building the telescope would cause harm to a sacred space. Calls were made from August 1 – 3, 2019, using interactive voice response technology (touch-tone polling). Cell phones were contacted by live-call agents who obtained consent and then patched consenting participants through to the same recorded survey as landline respondents. Twenty percent of the participants were contacted via cell phone, and then their responses were weighted to account for 40% of the final results. Results were also balanced for gender, age, ancestry/ethnicity/race, county and Congressional District of residence, and education. The overall margin of error is +/- 2.7 percentage points. Other sources of error, such as imperfect response rates and design effect (the effect of weighting results based on demographics) are also common in public opinion research and may affect the results. The adjusted margin of error, accounting for the design effect is +/- 3.8 percentage points. The margin of error for any crosstabulated result is larger than the margin of error of the corresponding topline result. This poll included an oversample of residents of the Big Island (Hawaii County). An oversample is used to provide more accurate estimates for key subgroups of interest (in this case, Hawaii County residents). An oversample does not materially affect the overall results of the poll (the toplines). A total of 628 Hawaii County residents were contacted, resulting in a margin of error of +/- 3.9 percentage points for Hawaii County crosstab results. The margin of error for crosstab results of Native Hawaiians, 213 of whom completed the poll, is +/- 6.7 percentage points. Some columns may sum to totals slightly higher or lower than 100% due to rounding. The poll was conducted by Civil Beat working with MRG Research, a public opinion research organization specializing in issues and candidate polling, message testing, and persuasive communications. 23
