Lincoln Blvd. Oklahoma City, OK 73105 Dear Governor Fallin: I am writing to you on behalf of the Oklahoma Oil & Gas Association to urge you to sign House Bill 2128, which holds a person arrested or convicted of trespassing, civilly liable for any damages to property that occurs as part of the trespass. The bill also imposes liability on any person or entity that compensates a person for trespassing who causes damage. HB 2128 is necessary to recover the cost of damage caused by trespassers. Various oil and gas sites are at risk to illegal trespassers that may willfully or inadvertently cause damage as part of the act of trespassing or breaking into a site or facility. The “keep it in the ground” effort to prohibit extraction and use of fossil fuels has failed across the United States in their efforts to stop drilling and hydraulic fracturing. The new efforts to oppose the oil and natural gas industry is to not only interrupt construction of pipeline and oil and gas transportation projects, but to also harm existing facilities.
