Subject: FRS Exhibits
During the staff meeting on 10/25/2016 we discussed the recent Facial Recognition Working group
topics, held by AAMVA. Many States discussed best practices in regards to the use of FRS technology.
Most States indicated that they do not include the FRS matches in their cases. As more States are
implementing FRS within their programs there is a higher risk for scrutiny as shown in recent articles
from the East coast. Other best practices mentioned were;
1) Do not give the LEO an entire list of matches; each agency should filter those down to the
highest probable.
2) Do not mention FRS in any reports
3) Increase perimeters for use of the technology
Effective immediately the FRS side by side matches will not be included in any reports as exhibits.
We also discussed procedures with MIDS which are still in draft form and will be finalized by next week.
In the meantime:
For all obvious fraud records that were flagged in priority #2
- Add a comment (Waiting for DR 2047- Obvious Fraud Procedures)
- Check for DLS notes
- Print the dossier with the comment
- Give to Val to open a case
- Close in BIW as Fraud – do not void the document
For all suspected fraud records that were flagged in priority #3
- Add a comment (Waiting for DR 2047- Suspected Fraud Procedures)
- Check for DLS notes – indicating it was flagged in error –
- If there are no notes from the DLS – send an email to the regional manager requesting proper notes
- Conduct a cursory investigation to determine if it was intended to be marked as suspected fraud
