All proceedings 9) Any document, whether final or draft, including but not limited to correspondence, or correspondence relating to policy statements, operating procedures, directions to or from Regional Directors or others who may serve as Presiding Officers in PHMSA administrative hearings, relating to the attendance, whether telephonic or in person, of persons other than witnesses, representatives of parties, the Presiding Officer and/or a court reporter at any administrative enforcement hearing held by the agency. We would prefer the documents to be made available to us on a CD or DVD if you have them in that format, or by way of an electronic transfer through Dropbox or another online file sharing mechanism. If any information is excluded or redacted from your response or from any responsive documents, we would appreciate being told on what basis it has been redacted or excluded. And finally, we request the waiver for any fees related to the search, review or copying of the requested documents. Disclosure of the requested documents to the Trust is in the public interest because it is likely to contribute significantly to the public understanding of the Department’s activities and procedures used in enforcing important pipeline safety regulations. The Pipeline Safety Trust is a non-profit organization, the mission of which is to “promote pipeline safety through education and advocacy, by increasing access to information, and by building partnerships with residents, safety advocates, government, and industry, that result in safer communities and a healthier environment .” The request for this information is for non-commercial purposes.
