(This current draft went backwards for the oil companies.) Couldn’t get the right person here to speak in person, and they generally don’t like their consultants to testify on behalf of the company. They will be sending a letter tomorrow to all members of Ways and Means talking about the importance of a legislative solution, the good progress that has occurred to date, and the ways the bill could be further improved. We were disappointed that the offset language was removed in this latest draft, and that the local preemption was removed. That said, BP continues to hope that we can work on those two issues to get the bill in a form that we can fully support. To: DENNYELIASON Thanks for the update Denny. While I understand the offsets issue I don’t understand the concern about local pre-emp=on. Sec=on 902 has what I believe is the language you were looking for. I”ll be interested to see your comments on that and where it fell short. As to offsets, given the significant benefits the refineries aIain from both the EITE status and the point of regula=on at the rack, the offsets come at far too high a cost from our perspec=ve. As you know the rack regula=on point leaves significant emissions upstream untouched which is why the Clean Air Rule went the direc=on it did. In any case, happy to discuss further. Sorry that BP won’t be in a suppor=ve posi=on at this point. That’s disappoin=ng.
