Johnson #1528 who called to report the death of an inmate identified as 58 year old male Gino Dalbianco (PFN: According to Lt Johnson, at 0753 hours, Housing Unit 9 (HU9) deputies were conducting IOL (Inmate Observation Log) checks in A-Pod and found Dalbianco unresponsive inside his cell (A-16). Dalbianco was lying supine on the top bunk with a blanket covering his body, as if he was sleeping. The deputies started CPR and requested medical aid. Alameda County Fite Department responded and pronounced Dalbianco's death, at 0835 hours, after life saving measures failed. Lt Johnson reported no trauma to Dalbianco's body and nothing suspicious inside his cell. Lt Johnson told me Dalbianco's cell mate was out for pod time, (a recreational time for inmates to leave their cells and congregate with other inmates), when Dalbianco was found. According to Lt Johnson, Dalbianco was originally incarcerated on February 14, 2018, by the Alameda County Sheriffs Office - Eden Town Substation, for According to Lt Johnson, Dalbianco was placed on an IOL, on February 28, 2018, at 1208 hours, after . Lt Johnson said Dalbianco was in Housing Unit 9, a housing unit for inmates with mental health issues, for the duration of his incarceration. Lt Johnson stated there was no record of Dalbianco being involved in a fight or any other physical altercations while at SRJ. According to Lt Johnson, Dalbianco's last IOL check was, at 0711 hours. Dalbianco was seen inside his cell sleeping. The deputy who conducted the IOL check stated Dalbianco was breathing, and he could see Dalbianco's chest rise and fall. The fingerprints were identified to have been made by the same subject. (RS2324) Next of Kin Investigation: According to SRJ Lt Johnson, Dalbianco had no known next of kin. (MMM1859) On March 08, 2018, I (Meldrum) searched Dalbianco in the Accurint database and located his personal file. The only family member listed in Dalbianco's Accurint file was someone named who passed away in 1982. I searched Accurint file and the only next of kin listed was Gino Dalbianco. I placed a copy ofDalbianco's indigent packet into the case file. (J\1MM1859) On March 15, 2018, I (Meldrum) located Dalbianco's CR.IMS file. There was no next of kin listed in the file. I called two phone numbers listed in Dalbianco's CR.Th1S file. The first number was disconnected. The second number was someone who did not know Dalbianco. I placed a digital copy of Dalbianco's CRIMS file into the digital photographs file associated with this case. (11MM1859) On March 15, 2018, I (Meldrum) searched Dalbianco's name in the Alameda County Clerk Recorder's website. I only located an "Abstract of Judgment" document which did not have any next of kin information. (MMM1859) On March 27, 3018, about 2200 hours, I (Meldrum) searched Dalbianco's name in google and facebook, but was unable to locate a match for Dalbianco. (MMMl 859) On April 08, 2018, about 2256 hours, I (Meldrum) searched Dalbianco's name in the familytree.com website, but there were no results for possible next of kin. (MMM1859) On April 16, 2018, about 1925 hours, I (Meldrum) searched the last name Dalbianco in the Accurint database. I located someone named who lived in the City of There were no other matches with the last name Dalbianco, other than Gino Dalbianco. (MMM1859) On April 17, 2018, about 2130 hours, Deputy Sill and I (Meldrum) went to the address in attempts to make contact with I spoke to and me they did not know Gino Dalbianco. (MMM1859) There was no known next of kin for Dalbianco; therefore the Coroner's fees were not paid. (MMM1859) Investigative Details: On March 08, 2018, about 1055 hours, Deputy R. Plasencia and I (Meldrum) arrived at SRJ. We walked to HU9 where we met with ETS Detectives Paxton and Ramirez. I spoke to Detective Ramirez who told me the following: Dalbianco and his cell mate reportedly got along and did not have any documented physical or verbal confrontations. Dalbianco's last suicide attempt was in 1985 when he intentionally overdosed on prescription medication. Dalbianco was prescribed medication at SRJ, but refused to take it. Dalbianco's cell mate also was prescribed medication, but he took it as prescribed, in front of the HU9 nurse who issued it to him one dose at a time. After being placed on an IOL, on February 28, 2018, Dalbianco had no other documented suicidal attempts or ideations. I saw Dalbianco inside cell A-16 lying supine on the cell floor with medical therapy in place. Dalbianco was wearing jail issued green and white striped pants. Rigor mortis was present in Dalbianco'sjaw and lividity was consistent with his positioning. I did not locate any obvious signs of visible trauma to Dalbianco's body. I did not locate any visible signs of petechiae in Dalbianco's eyes, lips, or skin. There were no obvious visible signs Dalbianco was attacked or involved in a physical altercation. Dalbianco seemed fairly clean and well kept. I searched through Dalbianco's cell and did not locate a suicide note or letter of intent. Dalbianco's cell was void of any personal property. Deputy Plasencia took digital photographs of Dalbianco and the scene. I zip-tied paper bags around Dalbianco's hands to preserve trace evidence. Deputy Plasencia and I prepared Dalbianco for transportation to the Coroner's Bureau. (MMM1859) On March 08, 2018, about 1321 hours, Deputy Plasencia and I (Meldrum) returned to the Coroner's Bureau. Deputy Plasencia took intake photographs ofDalbianco and we processed him into the morgue. All photographs were copied onto a CD (compact disk) which was placed into Dalbianco's case file . CMMM1859) On March 08, 2018, about 1515 hours, Coroner's Bureau Captain M. Ditzenburger said she spoke with Commander Madigan. According to Commander Madigan, about two months ago Dalbianco's cell mate " due to the fact he was not being sent to John George told SRJ mental health staff he was " Psychiatric Pavilion. (MMM1859) On March 09, 2018, Chief Pathologist Dr M. Ferenc conducted Dalbianco's autopsy. Dr Ferenc determined Dalbianco's cause of death to be "Acute Pulmonary Emboli." (l.\1J\.1M1859) On March 13, 2018, Central Valley Toxicology (CVT) received Dalbianco's femoral blood sample. CVT conducted a complete drug screen of the sample and found a result finding of no common acidic, neutral or basic drugs detected. There was also no ethyl alcohol detected in the sample. (l.\1J\.1M1859) On April 09, 2018, about 0544 hours, I (Meldrum) spoke to Nancy with the National Scheduling Office. Nancy told me Dalbianco was a veteran and had burial benefits. Nancy provided reference #9669590. (l.\1J\.1M 185 9) On April 23, 2018, I (Meldrum) emailed Alameda County Public Administrator's (PA) Office Estate Investigator Thomas Dalnoki to inquire if the PA' s office would be interested in taking on this case. (l.\1J\.1M 18 59) On April 24, 2018, at 0956 hour, I (Meldrum) received an email from Estate Investigator Thomas Dalnoki, who told me the PA would not be interested in taking on Dalbianco's case. I placed a copy of the email into the case file. (l.\1J\.1Ml 859) On April 24, 2018, about 2100 hours, I (Meldrum) referred this case to Lieutenant D. Vandagriff for his approval to have Dalbianco processed as a County Indigent. I conducted a diligent search for Dalbianco's next of kin, but was unable to locate any. (l.\1J\.1M1859) On April 26, 2018, I (Lieutenant David A Vandagriff) reviewed the above case for indigent status consideration. I am satisfied that Detective Meldrum made a diligent and reasonable effort to locate Dalbianco's next of kin but was unsuccessful. I concur with the determination that Dalbianco qualifies for indigent status. (davl 577) Findings: On May 21, 2018, I (Meldrum) reviewed this case to determine the manner of Dalbianco's death. Based on my investigation, toxicology results, and the autopsy protocol, I found the manner of Dalbianco's death to be natural. (l.\1J\.1Ml 859) Supervisor Review: On Thursday, May 24, 2018, I (Sgt. Gonzalgo) reviewed this case and found it to be complete. I concur with the findings and approve this case for closure.
