Here’s our response to your inquiry: Background: San Diego voters approved Proposition H in June 2016 during the FY2017 budget approval process, so its first application was in the FY2018 budget cycle. It’s important to note that the funds set aside for infrastructure through Proposition H represent a small portion of the overall Capital Improvements Program’s annual budget. Fiscal Year: CIP Budget (Proposition H total) 2018: $475.6 million ($17.8 million) 2019: $558.8 million ($17.1million) 2020: $715.8 million ($24.1 million) The following is a list of projects funded in FY2018-2020 via Proposition H dollars. There are line items for road repair, sidewalks, streetlights, traffic signals, drainage projects and signage that go into larger, general pools of funds for those types of projects. For example, the City fixes over 300 miles of streets per year and the $12.5 million in FY2020 for road repair will pay for some of those, but it’s difficult to determine which specific streets of those 300-plus were directly from Proposition H dollars as all the street funds are commingled. Links for certain projects have been included with more details. It’s also important to note that, in some instances, the funding amount listed only represents a portion of the overall project. For example, it could be funding for design work for a particular project and it would still need more funding down the road for actual construction. FY 2018 The uses for the $17.8 million are:  $6.4 million for road repairs (slurry seal maintenance) o This was fully budgeted and expended in Fiscal Year 2018  $5.6 million for Citywide Drainage Projects, includes funding to support ongoing projects identified in the City’s Watershed Asset Management Plan o $4.9 million was budgeted to drainage projects o $700,000 was budgeted to watershed projects  $2.1 million for Fire Station No.22, SR94/Euclid Av Interchange, and Avenida de la Playa Storm Drain funding based on immediate need o $1 million of infrastructure funding was budgeted for Fire Station 22  $435,000 of funding was swapped (no change in the total project budget) with other funding sources (Capital Outlay, Commercial Paper, and/or General Fund Contributions to the CIP) making Infrastructure Funds available for the projects listed at the bottom of this document.  $565,000 of Infrastructure Funds remain in the project  STATUS: Currently in construction. The exception is that Prop H funding will still be used to replace decorative panels on the roof and sides of the building. o o  With this new scope and funding source for part of the project, some Prop H funds were now available for other projects. Staff identified the Fire/Police Training Center project as a qualified project for those Prop H funds.  What’s next: The maintenance work to repair the roof caps at the Rancho Penasquitos Library ($100,000) will be funded using maintenance dollars in the current Fiscal Year budget. The maintenance funds will come from Real Estate Assets Department operating budget, as is standard practice.
