MEMORANDUM To: Kevin Quinn From: Tim Sullivan Cc: Fred Cole Date: September 6, 2019 Subject: Grow NJ Construction Jobs in Camden As requested by you at a recent EDA Board meeting, the EDA staff is conducting an analysis of the permanent and construction jobs created by projects supported by Grow NJ tax credits in Camden. Due to limitations in the current statute, the EDA is unable to require companies or contractors to provide detailed demographic data on their employees. As it relates to permanent jobs created by Grow NJ, we have requested that recipient companies provide certain data voluntarily. Responses to that request are coming in, and we recently issued a reminder to companies requesting they respond by the end of this month. We are, however, able to do some analysis on construction jobs with data already collected as part of our oversight responsibilities. As part of their obligations to comply with Prevailing Wage laws, construction contractors working on EDA projects are required to submit regular reports known as “CPR” (Certified Payroll Reports), which include the zip code of the employees being paid wages on EDA projects. The results of that analysis are attached to this memo. For the 25 projects in Camden analyzed, 76% of workers were New Jersey residents, 26% were Camden County residents, and 2% were Camden City residents. Note on methodology Because contractors and sub-contractors are required to submit CPRs for every pay period during the project, there is a massive amount of data that could potentially be analyzed. To enable an efficient analysis, it was decided to select a CPR for each of the Grow NJ projects in Camden at or close to the midpoint of construction for a given project. This by definition means that certain trades/activities could be under-represented in the sample (for example, foundation work or installation of windows). 1
