Massachusetts Executive Office of Public Safety and Security Office of Grants and Research (OGR) Justice and Prevention Division Countering Violent Extremism (CVE) Grant Program Quarterly Progress Report Instructions As outlined in the grant conditions, Countering Violent Extremism (CVE) Grant sub-recipients must submit Quarterly Reports to the Executive Office of Public Safety and Security, Office of Grants and Research. The goal of the CVE Quarterly Progress Report is to inform OGR of the progress being made by each of the organizations receiving funding under this award. This report is to be filled out by the Project Director and signed by an authorized signatory previously designated in your grant proposal. This quarterly report must be complete and accurate as this information may be furnished to the Federal Emergency Management Agency (FEMA) upon request. Failure to complete or submit this report on time may delay any outstanding financial reimbursement request. If you have any questions about completing this progress report, please contact your grant manager for further assistance. 1 Performance Progress Report (PPR) Instructions The Performance Progress Report (PPR) is a standard, government-wide performance progress reporting format used by Federal agencies to collect performance information from recipients of Federal funds awarded under all Federal programs that exceed $100,000 or more per project/grant period, excluding those that support research. General instructions for completing the PPR are contained below. For further instructions on completing the PPR, please contact the agency’s points of contact specified in the "Agency Contacts" section of your award document. Report Submissions 1. The recipient must submit the PPR cover page and any of the forms (PPR A-F), which the Federal agency requires, as specified in the award terms and conditions. 2. The PPR must be submitted to the attention of the agency’s points of contact specified in the "Agency Contacts" section of the award document in accordance with the requirements established in the award document. 3. If additional space is needed to support the PPR, supplemental pages should be attached. The additional pages must indicate the following at the top of each page: Federal Grant or other Identifying Award Number, Recipient Organization, DUNS Number, EIN, and period covered by the Report. Page numbers should be used if a particular page is used more than once. Reporting Requirements 1. All recipients of grants or cooperative agreements awarded under all Federal programs that exceed $100,000 or more per project/grant period, excluding those that support research, are required to submit a PPR in accordance with the terms established in the award document. 2. The PPR must be submitted at least once yearly, on a quarterly, semiannual, or annual basis, as directed by the awarding Federal agency in the award document. A final PPR shall be required at the completion of the award agreement. 3. For interim PPRs, the following reporting period end dates shall be used: 3/31; 6/30; 9/30; and or 12/31. For final PPRs, the reporting period end date shall be the end date of the project/grant period. PPR, Page 2 4. The frequency of required reporting is stated in the solicitation and award documents. Interim PPRs are due not later than 45 days after the end of each reporting period. Final PPRs are due not later than 90 days after the end of the reporting period end date. Performance Narrative (attach performance narrative as instructed by the awarding Federal Agency) During the months of April through June 2019, client centered treatment tools (the Outcome Rating Scale and Session Rating Scale) were utilized during weekly sessions to help improve the treatment provided. Contingency management strategies were employed to maintain engagement with community clients. Since implementation, 78% of those who completed the pre-release portion of programming engaged post-release and 51% have remained engaged. Of the participants who did not continue treatment during either the pre-release or post-release portions, 37% voluntarily withdrew, 23% have returned to custody or have pending criminal charges, 20% were considered ineligible for continued participation due to residing out of state or an ICE detainer, 12% were discharged due to non-compliance, 6% were transferred to lower security pre-release, and 2% have yet to engage post-release. During this quarter, ten offenders were admitted to the program and 5 released from DOC custody. Of the total number of releases, all 5 offenders completed the in-prison portion of the program. Of the 5 eligible participants, 60% engaged in continued treatment post-release with program clinicians. Of the remaining offenders, one was discharged due to moving outside of the treatment area and the other has yet to engage post-release. Throughout the quarter, the program discharged a total of ten participants, 1 pre-release and 9 post-release. One of the ten discharges was due to the clients’ post-release completion of services.
