Laurie Jinkins (27th LD) • Senate Committee Days will be November 20th – 21st • Two sessions of House Committee Days - September 12th-13th and November 21st – 22nd Select 2019 Accomplishments • Housing and Homelessness: Local Option Bond Bill; Tenant Protections and Eviction Reform; Housing Trust Fund • Safety Net & Civil Rights: LGBTQ Commission Creation; Keep Washington Working Act; I-1000 • Public Safety: Funding for Rape Kit Testing; Ghost Guns, Gun Responsibility and Protection Orders • Education: Washington College Grant; Washington State Opportunity Scholarship; Early Learning Access • Health Care: Tobacco-21; Vaccinations; Affordable Care Act Protections Legislative Agenda Process City’s collaborative legislative agenda development process: • Over the past few months, OIR took departmental requests and met with liaisons on proposed 2020 agenda items • Worked with the Mayor, Council, State Legislative delegation, and legislative partners to develop draft • Mayor and Councilmembers review and edit the agenda through the fall, with a plan for Council passage in December Potential City Issues for 2020 • Enhanced funding for homelessness services, public health, mental health, and addiction and other important human services • Affordable housing tools: MFTE, shelter location placement assistance, and tenant protections • Education: Early Learning • Environment: Low-carbon fuel standard; fuel tanks, MTCA funding • Transportation: Automated Enforcement • Public Safety: Gun Responsibility Next Steps • State legislative committees meet through the fall • Committee Days ( Senate = 11/20-21, House = 9/12-13 and 11/2122) • Mayor/Council/Seattle Delegation meeting in December or January • Legislators return to Olympia January 13th for 60-day session • OIR will be seeking feedback on a high-level draft of the legislative agenda on 10/21
