Or perhaps 211 Napa County http://www.211bayarea.org/napa/ ? Mendocino county has a 211 program as well  http://211mendocino.org/    We have worked with the broader California association in the past. https://www.211ca.org/ I highly recommend you coordinate with them if you are looking to bring a new program to the area, or looking for specific funding.   Thanks! The Vantem structure uses proprietary structural insulated panel technology which provides the following benefits: rapid construction (temporary housing can be erected in 3-4 hours), cost effective, energy efficient (5 times more energy efficient than traditional brick and mortar construction), resistant to earthquakes and strong winds, resistant to termites and mold, and fire resistant. In addition, installing and finishing the imported structures would employ the local labor force.  There are a variety of configurations that can be made with the 10’ x 20’ standard units, including single, double, and triple unit configurations.
